Job summary

JSI invites you to join our team as an Environmental Specialist II in our Lubbock, TX office, contributing to broadband and telecommunications projects that expand connectivity and digital inclusion.

You will support environmental permitting and cultural resource reviews, including Section 106 activities, for projects across multiple states, collaborating with agencies and consultants to ensure compliance and timely deliverables.

Qualifications

• Bachelor’s degree in Anthropology or related field (or 30 credit hours in archaeology with field experience) required.
• 5–10 years of environmental agency permitting experience preferred.
• Familiarity with NHPA and Section 106 compliance.
• Experience coordinating with federal, state, and local agencies on environmental permitting or cultural resources.
• Strong written and verbal communication skills for agency correspondence and reports.
• Proficiency with Google Earth, ArcGIS Pro, QGIS, Excel, and Word; ability to manage multiple projects.

Responsibilities

• Research environmental components and determine pertinent concerns for proposed projects.
• Coordinate with federal and state agencies to obtain environmental permitting clearance.
• Support state and local land use and environmental permitting efforts, including special permits and certificates.
• Contribute to budget/milestone coordination and scope-of-work development.
• Coordinate survey efforts between third-party consultants and federal agencies.
