The Air District established the Community Investments Office (CIO) to design and administer programs that invest penalty-generated and related funds back into communities most impacted by air pollution. The CIO implements the Board-adopted Community Benefits Penalty Funds Policy, which governs how enforcement penalties are allocated between the Air District’s General Fund and dedicated community benefits funds. These include Local Community Benefits Funds tied to specific incidents or facilities and a Regional Community Benefits Fund that supports multi-community and region-wide investments in air quality and public health.
CIO staff work with community members, local governments, community-based organizations, and other partners to design and implement projects that reduce emissions, mitigate exposure, strengthen community resilience, and build local capacity in communities that have been overburdened by air pollution.
The Air District is currently conducting an open recruitment for a full-time Technician in the Community Investments Office. This position will provide essential administrative and program support that helps move funding efficiently, transparently, and accountably from enforcement actions to community-driven projects.
This is an open recruitment for one (1) full-time, limited-term contract employee (LTCE) for up to two years.
Under close supervision, performs routine administrative, technical support, and customer service work in support of assigned functional areas, including budget, finance, procurement, organizational development, human resources, diversity, equity and inclusion, general administration, and specialized division-specific programs.
This is a Limited Term Contract Employee (LTCE) Position. LTCE positions are funded by grants or other designated funds which are not part of the District’s ongoing general fund budget. LTCE positions are subject to individual employment contracts and are limited to the duration of their funding source. Regular employees have the right to apply for an LTCE position. However, LTCE positions are not subject to the terms of the Employee Association MOU, and LTCE employees serve on an at-will basis.

Under general supervision, the Technician performs a variety of administrative and program support work in the Community Investments Office. Typical assignments include assisting with the administration and coordination of CIO programs; supporting document and records management; processing applications and other program documents; maintaining databases and tracking systems; and assisting with workshops, meetings, and audits.
Technician is the entry-level administrative and technical support classification. Under close supervision, incumbents perform routine support assignments within an established procedural framework while learning Air District policies, procedures, and the operations of an assigned functional or program area. As knowledge and experience are gained, assignments are performed with greater independence within established guidelines.
This class is distinguished from Analyst I/II in that the latter performs professional-level analytical work requiring greater subject matter knowledge, independent judgment, and responsibility for program and project assignments.
Supervision is provided by a supervisor or manager. No supervision is exercised over others.
Assists with the administration of assigned programs, projects, and initiatives by performing routine administrative and technical support tasks.
Reviews and verifies information for completeness, accuracy, and compliance; enters and maintains data in databases and resolves routine discrepancies as needed.
Gathers, compiles, and summarizes data related to program activities; conducts basic research and analysis to identify and track trends, outcomes, and routine issues.
Prepares and maintains files, records, reports, presentations, correspondence, and other documentation.
Assists in monitoring program activities and performance measures using established metrics, procedures, and tools.
Provides customer service to internal and external stakeholders, responds to routine inquiries, and explains Air District policies and procedures.
Assists in preparing meeting materials, agenda items, and routine correspondence.
Assists with preparing training materials, scheduling training sessions, and maintaining related records.
Maintains and updates files, procedures, forms, logs, and records.
Performs other related duties as assigned.
Associate’s degree and one year of administrative, technical, or program support experience.
Any equivalent combination of education and experience that provides the necessary qualifications to successfully perform the duties of the position will be considered.
