Job summary

The Indiana State Department of Agriculture seeks a Technical Training and Staff Development Coordinator to lead the design, delivery, and continuous improvement of high-quality technical training programs for the Division of Soil Conservation.   • Broad knowledge of agriculture.
  • Working knowledge of the agency and state/federal agencies dealing with the programs.
  • Some knowledge of project management and/or event management.
  • Ability to communicate orally, digitally and in writing.
  • Ability to monitor and track metrics.

Responsibilities

  • Create customized training programs using proven learning principles and instructional design techniques.
  • Create engaging training materials, including presentations, e-learning modules, videos, and hands-on activities.
  • Facilitate training sessions using various instructional techniques to accommodate different learning styles.
  • Collaborate with department heads and HR to assess training needs and develop targeted solutions.
  • Conduct training needs analyses to determine effective methods (in-person, virtual, blended).
  • Monitor and evaluate training effectiveness using assessments and metrics.
  • Oversee CCPDP: partner coordination, producer enrollment, field verification, and USDA‑RMA compliance.
  • Oversee the Conservation Stewardship Mentor Program and related coordinations.
  • Promote trainings with ICP staff and Indiana Conservation Partnership.
  • Support grant proposals planning, budgets, and linkage to outcomes.
  • Manage grant reports and post-awards monitoring.
  • Coordinate education/workshops under grant agreements.
  • Develop on-demand training for Indiana Conservation Partnership staff.
  • Coordinate planning and preparation of Division grant proposals and post-award monitoring.

Role Overview:

The Technical Training and Staff Development Coordinator plays a central role in strengthening the technical capabilities Division of Soil Conservation and partners by leading the development, delivery, and continuous improvement of high‑quality technical training programs. This position designs learning experiences, develops engaging instructional materials, and facilitates in‑person, virtual, and blended training formats to meet the evolving needs of the team. The Coordinator may also support the Division of Soil Conservation through grant coordination, data and performance reporting, program promotion, and strategic contributions that enhance operational success. In close collaboration with internal teams and statewide conservation partners, the role ensures that training resources, program highlights, and workforce development initiatives effectively advance soil and water conservation outcomes across Indiana.

A Day in the Life:

The essential functions of this role are as follows:

  • Create customized training programs using proven learning principles and innovative instructional design techniques.
  • Create engaging and interactive training materials, including presentations, e-learning modules, videos, and hands‑on activities.
  • Facilitate training sessions using a variety of instructional techniques to accommodate different learning styles and preferences.
  • Collaborate with department heads and HR to assess training needs, identify skill gaps, and develop targeted training solutions.
  • Conduct thorough training needs analyses to determine the most effective training methods, including in‑person, virtual, and blended learning approaches.
  • Monitor and evaluate training effectiveness through assessments, feedback, and performance metrics, making necessary adjustments to optimize impact.
  • The position oversees the annual administration of the Cover Crop Premium Discount Program (CCPDP), including partner coordination, program planning, producer enrollment, field verification, and compliance with USDA-RMA requirements. Responsibilities include managing timelines from pre‑season planning through data review, reporting, invoicing, and preparing the program for the next cycle.
  • Oversee the Conservation Stewardship Mentor Program, including partner coordination, program planning, and the committee.
  • Collaborate with Division’s District Support Specialists to promote division trainings to ICP staff.
  • Support Division of Soil Conservation staff with the planning, research, and preparation of grant proposals, including text, budgets, and linkage to expected conservation outcomes.
  • Manages related grant agreements and generates timely reports related to performance, programmatic, financial, and environmental results.
  • Coordinate education and technical workshops related to current and future grant agreements.
  • Work closely with Indiana Conservation Partnership to identify and facilitate training for new and existing employees throughout the state.
  • Work closely with Division programs to capture and promote program highlights, including creation of computerized summaries and graphics.
  • Direct and develop an on‑demand training program for Indiana Conservation Partnership staff while utilizing existing partner and division training resources.
  • Coordinate the planning and preparation of Division grant proposals and monitoring of post‑awards with the Grant Services Division.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

Individuals in this role should minimally be able to articulate or demonstrate the following:

  • Bachelor of Science degree from an accredited university or college in physical or earth sciences, natural resources, biology, or agriculture. Three years of applicable work experience may substitute for the required degree.
  • Advanced knowledge of soil and water conservation theories, principles, techniques, and practices, and expertise in the design, application, installation, and maintenance of those practices.
  • Broad knowledge of agriculture.
  • Working knowledge of the agency and of state and federal agencies dealing with the programs.
  • Some knowledge of project management and/or event management.
  • Able to comprehend, analyze and interpret material and make recommendation on implementation on current programs.
  • Able to consider long‑term goals and direction, implementing strategies to reach those goals.
  • Ability to develop and maintain effective working relationships.
  • Able to monitor and track various metrics.
  • Attention to detail in reporting and documentation.
  • Able to communicate orally, digitally and in writing.
