This position requires a broad understanding of technical disciplines, strong research and analytical capabilities, and excellent written and verbal communication skills. The individual must be able to quickly understand unfamiliar technologies, collaborate with subject matter experts, and effectively articulate technical approaches to both internal stakeholders and government customers.

While primarily supporting new business opportunities, the position will also assist existing OTS programs by identifying opportunities for technical improvements, modernization, automation, and enhanced service delivery.

Essential Duties and Responsibilities
Technical Solution Development
  • Analyze federal solicitations, Performance Work Statements (PWS), Statements of Work (SOW), and related technical requirements to understand customer objectives.
  • Research and evaluate technologies, methodologies, and industry best practices relevant to OTS business opportunities.
  • Develop practical, cost-conscious technical approaches that address customer requirements and operational challenges.
  • Collaborate with technical subject matter experts to develop solutions across a variety of technologies and service areas.
  • Evaluate technical processes, systems, and workflows to identify opportunities for improved efficiency and effectiveness.
  • Develop technical diagrams, process maps, and other supporting materials to clearly communicate proposed solutions.
  • Identify technical risks, challenges, and potential mitigation strategies associated with proposed approaches.
Proposal Development and Capture Support
  • Serve as a primary technical contributor and writer for federal government proposals.
  • Develop technical narratives, methodologies, management approaches, and implementation strategies that directly address solicitation requirements and evaluation criteria.
  • Translate complex technical information into clear, persuasive, and compliant proposal responses.
  • Support opportunity assessments, capture planning, and technical solution strategies.
  • Collaborate with Business Development, Operations, and technical subject matter experts to develop competitive proposals.
  • Participate in proposal reviews and technical solution refinement activities.
  • Support the development of capability statements, technical presentations, and other business development materials.
Business Development and Client Engagement
  • Provide technical expertise during business development and capture activities.
  • Participate in prospective customer meetings, technical discussions, and capability presentations as needed.
  • Communicate proposed technical solutions and demonstrate an understanding of customer requirements.
  • Assist in identifying potential applications of emerging technologies that align with customer missions and OTS capabilities.
  • Participate in occasional customer site visits, technical assessments, or presentations when required.
Existing Contract Technical Support
  • Collaborate with OTS Operations and Program Managers to evaluate existing technical processes, systems, and customer requirements.
  • Identify opportunities for modernization, process automation, improved data utilization, and operational efficiencies.
  • Research and recommend technologies or technical improvements that enhance contract performance and customer satisfaction.
  • Support technical assessments and solution development efforts for existing contracts as requested by Operations leadership.
Requirements
Required Qualifications
  • Bachelor's degree or equivalent combination of education and relevant professional experience.
  • Experience supporting federal government contracts, technical projects, business development, or proposal activities.
  • Demonstrated ability to research, understand, and communicate complex technical concepts across multiple disciplines.
  • Strong technical writing skills, including experience developing technical reports, documentation, solution descriptions, or proposal content.
  • Experience evaluating technical requirements, processes, or systems and developing practical solutions to address customer needs.
  • Familiarity with information technology, data analytics, automation, artificial intelligence, systems integration, or related technical disciplines.
  • Strong verbal communication and presentation skills, including experience working with government clients or technical stakeholders.
  • Ability to collaborate with subject matter experts and develop credible technical approaches outside one's primary area of expertise.
  • Strong organizational, analytical, and problem‑solving skills.
  • Ability to independently manage multiple priorities and meet time‑sensitive deadlines.
Preferred Qualifications
  • Experience developing technical responses to federal government solicitations.
  • Familiarity with federal proposal development, capture planning, and business development activities.
  • Experience supporting Department of Defense (DoD) or other federal government agencies.
  • Knowledge of emerging technologies, including artificial intelligence, machine learning, cloud computing, cybersecurity, enterprise IT, and process automation.
  • Experience evaluating existing technical environments and recommending operational or technology improvements.
  • Experience developing technical diagrams, process maps, presentations, and other materials supporting technical solutions.
  • Project Management Professional (PMP) certification or other relevant professional certifications.
  • Experience coordinating multidisciplinary technical teams and subject matter experts.
