Job summary

Signet Testing Laboratories, Inc. is seeking an experienced Staff Engineer / Field Supervisor to oversee day-to-day field operations for construction inspection, special inspection, and materials testing services in Hayward, CA.

Qualifications

• Four-year college degree preferred (Engineering, Construction Management, or related field).
• ICC, ACI, NICET, AWS certifications highly desirable.
• Construction materials testing and inspection certifications preferred.
• Minimum of ten (10) years of overall construction industry experience preferred.
• Supervisory or management experience in the construction inspection and materials testing industry preferred.

Signet is seeking an experienced and motivated Staff Engineer / Field Suprvisor to oversee day-to-day field operations associated with construction inspection, special inspection, and materials testing services.

This position is responsible for supporting field personnel, coordinating staffing and scheduling, managing assigned projects, maintaining client relationships, and ensuring the quality and professionalism of field operations. The successful candidate will possess strong leadership skills, sound technical judgment, and a demonstrated ability to deliver exceptional customer service.

The position works closely with geotechnical engineers, laboratory personnel, project managers, inspectors, technicians, contractors, owners, and design professionals to ensure successful project delivery and client satisfaction.

PRIMARY RESPONSIBILITIES

Field Operations and Supervision

• Supports daily field operations for construction inspection and materials testing projects.
• Coordinate staffing, scheduling, equipment, and technician assignments.
• Monitor field activities to ensure compliance with company procedures, project specifications, and applicable codes.
• Resolve scheduling conflicts and field-related operational issues.
• Ensure accurate and timely completion of technical field reports and documentation.
• Support implementation and enforcement of company safety policies and Injury and Illness Prevention Program (IIPP) requirements.

Project Management

• Manage assigned projects from startup through completion.
• Review plans, specifications, geotechnical reports, and project requirements.
• Coordinate with clients, contractors, and internal staff to ensure timely and efficient service delivery.
• Monitor manpower utilization, timecard reviews, prepare budget estimates and coordinate with subcontractors.
• Identify staffing or technical resource requirements and develop solutions.
• Participate in preconstruction meetings, project meetings, and progress meetings.

Personnel Leadership and Development

• Assist with recruiting, interviewing, onboarding, and training field personnel.
• Provide mentoring, technical guidance, and performance feedback.

Laboratory Accreditation, Equipment Management, and Radiation Safety

• Assist with the preparation, coordination, and maintenance of laboratory certifications, registrations, and accreditation renewals, including but not limited to American Association of State Highway and Transportation Officials, Cement and Concrete Reference Laboratory, California Department of Health Care Access and Information, Division of the State Architect, and other applicable federal, state, and local regulatory or accreditation agencies.
• Coordinate proficiency sample testing, corrective actions, documentation updates, and responses to accreditation findings.
• Maintain laboratory quality systems, standard operating procedures, and supporting records required to preserve accreditation status.
• Oversee company equipment management, including inventory control, procurement recommendations, preventive maintenance scheduling, repairs, and replacement planning.
• Ensure all testing and inspection equipment is properly calibrated, certified, and maintained in accordance with applicable ASTM standards, accreditation requirements, manufacturer recommendations, and company procedures.
• Maintain calibration records and coordinate with outside vendors and laboratories to ensure uninterrupted compliance.
• Serve as the company’s primary Radiation Safety Officer (RSO) for the nuclear density gauge program.
• Manage all aspects of the nuclear gauge program, including licensing, leak testing, dosimetry, transportation compliance, utilization logs, inventory controls, and regulatory reporting.
• Ensure compliance with applicable requirements of the California Department of Public Health, United States Department of Transportation, and other relevant federal and state agencies.
• Provide training and oversight to authorized gauge users and maintain all required radiation safety documentation and operating procedures.

QUALIFICATIONS

• Four-year college degree preferred (Engineering, Construction Management, or related field).
• Relevant ICC, ACI, NICET, AWS, or similar certifications are highly desirable.
• Construction materials testing and inspection certifications preferred.
• Experience with public works, commercial, transportation, healthcare, educational, and other large-scale construction projects preferred.
• Supervisory or management experience in the construction inspection and materials testing industry preferred.
• Minimum of ten (10) years of overall construction industry experience preferred.
• Strong knowledge of construction inspection, special inspection, soils, concrete, asphalt, structural steel and laboratory / field materials testing practices.
• Familiarity with the California Building Code (CBC), Hcai and DSA requirements and applicable codes/standards preferred.
• Ability to read and interpret construction drawings, specifications, schedules, and geotechnical reports.
• Strong organizational, communication, leadership, and problem-solving skills.
• Ability to manage multiple projects and priorities effectively.
• Strong customer service orientation and professional communication skills.
• Proficiency with Microsoft Word, Excel, Outlook, and related business software.
• Ability to safely perform field duties, including walking job sites, climbing ladders and scaffolding, lifting up to 50 pounds, and working outdoors.
• Valid California driver’s license with a clean driving record.
