- Response Systems: Security monitoring, alarm annunciation, communications, and integrated systems supporting assessment, notification, and coordinated security response.
- Evaluate existing technical security systems to identify deficiencies, capacity limitations, interoperability challenges, obsolescence, and opportunities for modernization.
- Assess system architecture, performance, reliability, redundancy, maintainability, and integration with existing building and security infrastructure.
- Develop and evaluate system modernization alternatives, including equipment replacement, technology upgrades, system integration, and phased implementation strategies.
- Support technical assessments and design coordination involving specialized communications security requirements, including TEMPEST and related protective infrastructure, in consultation with appropriately authorized specialists.
- Identify and evaluate innovative approaches to improving security system effectiveness, operational efficiency, reliability, and lifecycle performance.
Multidisciplinary Design Coordination and Constructability
- Coordinate technical security planning and design with electrical engineering, telecommunications, information technology, architecture, physical security, structural engineering, and other relevant disciplines.
- Conduct or lead technical design reviews to assess compliance with applicable project security requirements, design criteria, technical standards, and operational objectives.
- Perform constructability, interoperability, and maintainability reviews of technical security designs, identifying system conflicts, installation constraints, design omissions, and potential operational risks.
- Evaluate interfaces among electronic access control, intrusion detection, surveillance, alarm monitoring, security communications, and related building systems.
- Coordinate with the Physical Security Team Lead to ensure that electronic security measures are appropriately integrated with perimeter protection, controlled access points, protective building elements, and other physical security infrastructure.
- Review supporting electrical power, backup power, grounding, communications pathways, equipment spaces, and environmental requirements necessary for reliable security system operation.
- Develop phased implementation strategies for technical security upgrades in occupied or operational diplomatic facilities, including temporary systems, system cutovers, testing, and continuity‑of‑operations considerations.
- Evaluate design alternatives and recommend solutions that balance security effectiveness, operational functionality, technical compatibility, constructability, schedule, and lifecycle costs.
Technical Advisory, Systems Integration, and Construction-Phase Support
- Provide technical consultation during procurement and construction, including review of contractor submittals, shop drawings, equipment selections, system configurations, requests for information, and proposed design modifications.
- Evaluate proposed equipment substitutions and technical changes affecting security system performance, interoperability, reliability, or compliance with design requirements.
- Support field investigations, technical inspections, and quality assurance reviews of electronic security system installations and associated infrastructure.
- Assist in resolving technical issues encountered during installation and systems integration, recommending appropriate engineering and technical solutions.
- Review testing and commissioning procedures, including factory acceptance testing, site acceptance testing, functional testing, and integrated system verification, as applicable.
- Support verification of system performance, including equipment functionality, alarm reporting, monitoring capabilities, communications interfaces, and operational integration.
- Review commissioning documentation, test results, as‑built drawings, equipment records, and operations and maintenance documentation.
- Provide technical input on security system matters affecting project scope, cost, schedule, quality, and risk.
Program Support and Stakeholder Coordination
- Collaborate with OBO representatives, multidisciplinary A/E teams, project managers, security stakeholders, system integrators, construction contractors, and local technical professionals to address technical security requirements and project constraints.
- Provide technical recommendations that account for host‑country conditions, available communications infrastructure, local construction capabilities, equipment availability, operational requirements, and applicable U.S. Government security criteria.
- Coordinate with authorized security and communications specialists when assignments involve sensitive, restricted, or classified technical requirements.
