GPTech is seeking an experienced Physical Security Team Lead to support our team's proposal for the U.S. Department of State, Bureau of Overseas Buildings Operations (OBO), Worldwide Architecture and Engineering (A/E) Support Services IDIQ (RFP 19AQMM26R0258). This is a proposal-contingent consulting opportunity with potential for long-term engagement supporting diplomatic facilities and other U.S. Government infrastructure programs worldwide. The Physical Security Team Lead will provide senior technical leadership for the assessment, planning, design, modernization, and evaluation of physical security measures at U.S. diplomatic facilities and associated infrastructure. Assignments may include complex, multi-phased facility renovations, security upgrades, perimeter improvements, and integration of protective design measures into new and existing buildings. The successful candidate will bring demonstrated expertise in physical security engineering and protective design, including perimeter hardening, forced-entry/ballistic-resistant (FE/BR) construction, blast mitigation, vehicle barriers, and controlled access points. The position requires the ability to develop and evaluate practical, innovative security solutions that balance protective performance with architectural design, structural integrity, constructability, operational requirements, and lifecycle costs. The position may involve direct participation in physical security planning and design, independent technical assessments and design reviews, and construction-phase engineering support, depending on individual task-order requirements.

Key Responsibilities:

  • Lead and perform physical security assessments, protective design studies, and technical evaluations for new construction, renovations, facility modernization, and security infrastructure upgrades.
  • Develop and review physical security design concepts, drawings, specifications, technical reports, and construction documents through successive stages of design development.
  • Provide technical expertise in perimeter security, fencing, vehicle barriers, controlled access points, security entrances, protective building envelopes, and related physical security infrastructure.
  • Evaluate forced-entry/ballistic-resistant (FE/BR) construction, blast-resistant design, structural hardening, and other protective measures appropriate to facility security requirements.
  • Assess existing facilities and infrastructure to identify physical security vulnerabilities, deficiencies, and opportunities for improved protective performance.
  • Support the development and evaluation of physical security design alternatives, including assessment of protective effectiveness, operational impacts, constructability, cost, and long-term maintainability.
  • Develop practical engineering solutions to address security vulnerabilities within the constraints of existing buildings, limited site areas, occupied facilities, and challenging international environments.
  • Identify and evaluate innovative approaches to integrating protective security measures into building and site improvements while maintaining functionality, accessibility, and architectural compatibility.

Multidisciplinary Design Coordination and Constructability

  • Coordinate physical security planning and design with architecture, structural engineering, civil/site engineering, landscape architecture, electrical engineering, technical security, and other relevant disciplines.
  • Conduct or lead technical design reviews to assess compliance with applicable project security requirements, design criteria, engineering standards, and operational objectives.
  • Perform constructability and maintainability reviews of physical security designs, identifying technical conflicts, installation constraints, design omissions, and potential construction or operational risks.
  • Evaluate the integration of physical security measures with site circulation, vehicle and pedestrian access, emergency egress, utility infrastructure, and building operations.
  • Support the development of phased security upgrade strategies for occupied or operational diplomatic facilities, including temporary protective measures and continuity-of-operations considerations.
  • Review physical security interfaces with electronic access control, intrusion detection, surveillance, and other technical security systems in coordination with the Technical Security Team Lead.
  • Evaluate design alternatives and recommend solutions that balance protective performance, facility functionality, construction feasibility, schedule, and lifecycle costs.

Technical Advisory and Construction-Phase Support

  • Provide technical consultation during procurement and construction, including review of contractor submittals, shop drawings, material selections, requests for information, and proposed design modifications.
  • Evaluate proposed substitutions and technical changes affecting protective performance, security compliance, constructability, or design intent.
  • Support field investigations, technical inspections, and quality assurance reviews of physical security construction and installation activities.
  • Assist in resolving technical issues encountered during construction and recommend appropriate engineering or architectural solutions.
  • Support inspection, testing, and verification of protective building components and physical security infrastructure, as required by individual task orders.
  • Review construction documentation, inspection findings, and record drawings to assess consistency with approved physical security designs and project requirements.
  • Provide technical input on physical security matters affecting project scope, cost, schedule, quality, and risk.

Program Support and Stakeholder Coordination

  • Collaborate with OBO representatives, multidisciplinary A/E teams, project managers, security stakeholders, construction contractors, and local engineering professionals to address physical security requirements and project constraints.
  • Provide technical recommendations that account for host-country conditions, local construction capabilities, material availability, operational requirements, and applicable U.S. Government security criteria.
  • Participate in security planning workshops, technical meetings, design reviews, and project coordination activities, presenting findings and recommendations to technical and nontechnical stakeholders.
  • Prepare concise physical security assessments, technical reports, design review comments, and recommendations that support informed project decision-making.
  • Support multiple concurrent assignments, as required, while maintaining technical quality, responsiveness, and consistency across project deliverables.

Required Qualifications:

  • Bachelor's degree in Civil Engineering, Structural Engineering, Architecture, Security Engineering, or a closely related technical discipline from an accredited university.
  • Minimum 10 years of progressively responsible professional experience in physical security engineering, protective design, security infrastructure planning, or related high-security facility projects.
  • Demonstrated experience leading or serving in a senior technical role on projects involving physical security planning, protective design, or security upgrades for government, diplomatic, military, or other high-security facilities.
  • Strong technical knowledge of physical security measures, including perimeter protection, forced-entry/ballistic-resistant construction, blast mitigation, vehicle barriers, controlled access points, and protective building systems.
  • Demonstrated ability to develop, coordinate, or review physical security design concepts, technical specifications, engineering or architectural drawings, and construction documentation.
  • Experience conducting physical security assessments, technical design reviews, constructability evaluations, and analysis of protective design alternatives.
  • Working knowledge of applicable U.S. Government physical security criteria, protective design standards, and relevant building and engineering codes.
  • Experience coordinating physical security requirements with architectural, structural, civil/site, and other engineering disciplines.
  • Strong written and verbal communication skills, including the ability to prepare and present technical findings, design recommendations, and security improvement strategies.
  • Ability to support international assignments and travel as required by individual task orders.

Preferred Qualifications:

  • Experience supporting U.S. Department of State OBO projects, diplomatic facilities, or other U.S. Government overseas construction and modernization programs.
  • Professional Engineer (PE) or Registered Architect (RA) licensure in the United States, as appropriate to the candidate's technical discipline and professional responsibilities.
  • Experience with U.S. Government protective design and security standards, including applicable Department of State security criteria and relevant Department of Defense Unified Facilities Criteria (UFC).
  • Demonstrated experience with blast-resistant design, FE/BR assemblies, protective glazing, security barriers, and perimeter hardening.
  • Experience integrating physical security measures into existing, historic, or architecturally sensitive buildings.
  • Experience developing phased security upgrades for occupied, operational, or mission-critical facilities.
  • International project experience, including familiarity with host-country construction practices and coordination with international design and construction teams.
  • Experience evaluating physical security improvements through risk-based assessments, engineering alternatives analysis, and lifecycle cost considerations.
  • Familiarity with AutoCAD, Revit/BIM, and other relevant design, engineering, or technical review software.
  • Experience with construction-phase engineering services, inspection, testing, and verification of protective security systems and components.
  • Relevant professional security certifications, such as ASIS Physical Security Professional (PSP), or equivalent credentials.
  • Active or prior U.S. Government security clearance, or eligibility to obtain a personnel security clearance if required for assigned work.
