GPTech is seeking an experienced Mechanical/Plumbing Engineering Team Lead to support our team's proposal for the U.S. Department of State, Bureau of Overseas Buildings Operations (OBO), Worldwide Architecture and Engineering (A/E) Support Services IDIQ (RFP 19AQMM26R0258). This is a proposal‑contingent consulting opportunity with potential for long‑term engagement supporting diplomatic facilities and other U.S. Government infrastructure programs worldwide.
The Mechanical/Plumbing Engineering Team Lead will provide senior technical leadership for the planning, assessment, design, modernization, and rehabilitation of mechanical and plumbing systems serving diplomatic facilities and associated infrastructure. Assignments may include complex, multi‑phased building and infrastructure upgrades, renovations of occupied facilities, central plant improvements, and modernization of critical building systems.
The successful candidate will bring demonstrated expertise in mechanical and plumbing engineering design, multidisciplinary coordination, and technical problem‑solving, with the ability to develop and evaluate innovative, practical solutions that address operational requirements, constructability, reliability, energy efficiency, sustainability, resilience, and lifecycle costs.
The position may involve both direct engineering design responsibilities and independent technical advisory or design review services, depending on individual task‑order requirements.
Key Responsibilities
- Lead and perform mechanical and plumbing engineering assessments, planning, design, and technical evaluations for new construction, renovations, infrastructure upgrades, and facility modernization projects.
- Develop and review engineering designs, calculations, specifications, drawings, technical reports, and construction documents through successive stages of design development.
- Provide technical expertise in heating, ventilation, and air conditioning (HVAC); chilled and hot water systems; central utility plants; building automation and controls; domestic water supply; sanitary and storm drainage; and related mechanical and plumbing infrastructure.
- Evaluate existing mechanical and plumbing systems, identify deficiencies, capacity limitations, and operational vulnerabilities, and develop technically sound, cost‑effective solutions for rehabilitation, replacement, or modernization.
- Assess system performance, reliability, redundancy, resilience, maintainability, indoor environmental quality, water efficiency, and energy consumption, particularly for mission‑critical facilities.
- Evaluate equipment selection, system configurations, and engineering alternatives to optimize operational performance, lifecycle costs, energy efficiency, and long‑term maintainability.
- Identify and implement practical engineering innovations that improve building performance, reduce resource consumption, address infrastructure constraints, or minimize disruption to ongoing facility operations.
Multidisciplinary Design Coordination and Constructability
- Coordinate mechanical and plumbing engineering activities with architecture, structural, civil, electrical, fire protection, security, and other technical disciplines to ensure integrated and coordinated design solutions.
- Conduct or lead technical design reviews to assess compliance with project requirements, applicable codes and standards, engineering best practices, and operational objectives.
- Perform constructability and maintainability reviews of design documents, identifying technical conflicts, design omissions, installation constraints, and potential construction or operational risks.
- Evaluate mechanical and plumbing system interfaces with electrical power, building automation, fire protection, architectural systems, and other building infrastructure.
- Develop design approaches and phasing strategies for mechanical and plumbing upgrades in occupied or operational facilities, including temporary systems, equipment replacement sequencing, shutdown planning, and continuity‑of‑operations considerations.
- Evaluate the feasibility of proposed designs in the context of existing infrastructure, equipment availability, local construction capabilities, maintenance resources, and host‑country conditions.
- Support the development and evaluation of design alternatives, engineering recommendations, technical specifications, and construction cost estimates.
Technical Advisory and Construction‑Phase Support
- Provide technical consultation during procurement and construction, including review of contractor submittals, shop drawings, equipment selections, requests for information, and proposed design modifications.
- Evaluate proposed equipment substitutions and technical changes for compliance with design intent, performance requirements, constructability, and lifecycle considerations.
- Support field investigations, construction inspections, and technical assessments to verify mechanical and plumbing system installation and identify deviations from approved design documents.
- Assist in resolving technical issues encountered during construction and recommend appropriate engineering solutions.
- Support testing, adjusting, and balancing (TAB), commissioning, systems integration, and project closeout activities, including review of test results, commissioning documentation, and record drawings.
- Provide technical input on mechanical and plumbing engineering matters affecting project scope, cost, schedule, quality, and risk.
Program Support and Stakeholder Coordination
- Collaborate with OBO representatives, multidisciplinary design teams, project managers, construction contractors, and local engineering professionals to address technical requirements and project constraints.
- Provide engineering recommendations that account for local climate conditions, utility reliability, water quality and availability, host‑country requirements, material availability, construction capabilities, and applicable U.S. Government standards.
- Participate in technical meetings, design workshops, and project reviews, presenting findings and recommendations to technical and non‑technical stakeholders.
- Prepare concise technical reports, assessments, design review comments, and engineering recommendations that support informed project decision‑making.
- Support multiple concurrent assignments, as required, while maintaining technical quality, responsiveness, and consistency across project deliverables.
Required Qualifications
- Bachelor's degree in Mechanical Engineering from an accredited university.
- Minimum 10 years of progressively responsible professional mechanical engineering experience, including substantial experience in building systems design, infrastructure modernization, and multidisciplinary project delivery.
- Professional Engineer (PE) registration in the United States.
- Demonstrated experience leading or serving as the senior mechanical engineer on complex building, institutional, government, or mission‑critical infrastructure projects.
- Strong technical experience in HVAC systems, central utility plants, building automation and controls, and plumbing systems, including domestic water distribution and sanitary drainage.
- Demonstrated ability to prepare, coordinate, and review mechanical and plumbing engineering design documents, calculations, specifications, and technical reports.
- Experience conducting technical design reviews, constructability assessments, and evaluation of engineering alternatives.
- Working knowledge of applicable U.S. mechanical, plumbing, energy, and building codes and standards, including relevant International Code Council (ICC), ASHRAE, NFPA, and other applicable standards.
- Experience coordinating mechanical and plumbing design with other architectural and engineering disciplines.
- Strong written and verbal communication skills, including the ability to present technical findings, recommendations, and design solutions to multidisciplinary teams and clients.
- Ability to support international assignments and travel as required by individual task orders.
