The Technical Security Specialist II supports the design and implementation of Technical Security Systems (leading edge technologies for intrusion detection, access control, video surveillance, imaging sensors and other electronic security related equipment) for highly secure facilities meeting the program requirements for Security Systems of the Department of Energy (DOE). Interacts and communicates effectively with Facilities, Maintenance, Engineering, Protective Force, Program Management, and Integrated Supply Chain organizations. Utilize project management skills to lead small projects, develop project plans and milestones, execute project tasks, and ensure on time completion of projects.
Duties and Responsibilities
- Performs engineering design and analyses, and provides technical assistance in the installation, operation, and maintenance of Technical Security Systems equipment such as intrusion alarms, security closed circuit television (CCTV), computerized access control systems, and imaging, sensors, and other security related equipment.
- Act as the primary point of technical assistance in the installation, operation, and maintenance for all aspects of the Technical Security Systems, including evaluation and recommendations for leading edged Technical Security Systems.
- Interfaces with various personnel, including technical security systems sub-contractor personnel, to ensure security systems are maintained in compliance with DOE security and cyber security requirements.
- Develops cyber security plans, internal procedures, and job aids. Captures metric data, trending data and develops monthly/quarterly metrics for security management and preventative maintenance procedures.
- Communicates with outside vendors of security equipment/software, procures hardware and software, and develops custom specifications to ensure compliance with DOE security requirements.
- Utilize SIEM (i.e., SPLUNK) tools to search log data and perform analysis of complex events that may impact broad areas of Security and IT systems.
- Supports the ongoing management of multiple physical security programs including but not limited to lock and key, barriers, badging/access control, intrusion detection and incidence of security concern.
- Assures design and construction of security projects meet requirements through review of architectural, electrical, and security systems construction drawings.
- Drive continuous improvement of security systems through monitoring and evaluation of new, innovative technology solutions for security systems.
- May assist in the performance of Technical Security and Countermeasures equipment inspections and surveys.
- Provide physical security assessments of facilities to address threats and mitigate risk through design and evaluation of physical and technical security systems.
- Conducts activities in a safe and healthy manner and works in accordance with established ES&H requirements to ensure the protection of associates, the public, and the environment. Act as necessary to stop work when an unsafe condition or action is identified. Every associate has the right and responsibility to stop work when unsafe conditions or actions are identified.
- Two (2) or more years' experience in Technical Security or comparable technical activities that includes application of engineering principles and technology to complex technical assignments.
- Bachelor's degree with a minimum of 30 semester hours of electronic related courses or two (2) additional years of equivalent experience in lieu of degree.
- Ability to travel as determined by the needs of the business.
- Ability to work remote, hybrid, or on-site as directed by management and is determined by the needs of the business.
- Regular and reliable attendance is an essential function of this job.
- United States Citizenship.
- Ability to obtain and maintain a U.S. Department of Energy (DOE) security clearance (some positions require additional DOE designations).
- Basic understanding of project management and ability to lead small projects.
- Experience with alarm system, access control and CCTV system design and management.
- Basic proficiency with electronic testing, troubleshooting and electronic measurement equipment.
- Basic understanding of trunked radio technologies.
- Basic understanding of desktop computers, peripheral equipment, server administration and networking administration skills.
- Basic understanding of, and experience-based familiarity with information security practices required to establish and maintain system integrity for safeguarding classified information in a secure environment.
- Self-motivated individual with ability to work with minimal oversight.
- Experience with CAD software.
- Proficiency in Microsoft Office applications - including Word, Excel, Outlook, PowerPoint, and Access.
- Ability to handle multiple tasks/projects with competing deadlines and priorities.
- Ability to work well in an inclusive, diverse organization, partnering with a variety of internal and external customers.
