Onsite Construction Group seeks an experienced Technical Proposal Writer with federal contracting background to join our proposal development team in Oklahoma City. You will craft compelling, compliant proposals, capability statements, and presentations, translating complex technical information into clear content.

You will collaborate with SMEs, project managers, and BD teams to produce polished documents, manage multiple deadlines, and maintain reusable content libraries.

Qualifications

• Bachelor’s degree or equivalent in a related field (or equivalent professional experience).
• 3+ years of technical or proposal writing experience, preferably for U.S. Federal contracts.
• Experience developing federal proposals in response to RFPs/RFIs/RFQs.

Responsibilities

• Develop, write, edit, and format federal proposals including technical and management volumes.
• Analyze RFPs/RFIs/RFQs/SOWs/PWSs to ensure compliance.
• Collaborate with SMEs, PMs, capture managers, and BD teams to gather content.
• Create narratives communicating technical approaches, capabilities, and differentiators.
• Ensure content is accurate, compliant, and aligned with solicitation requirements.

Technical Proposal Writer - Federal Experience

Location: Oklahoma City, OK Employment Type: Full-Time Department: Proposal Development / Business Development

About the Role

We are seeking an experienced Technical Proposal Writer with demonstrated Federal contracting experience and strong proficiency in Adobe InDesign to join our proposal development team.

The ideal candidate will be responsible for developing compelling, compliant, and visually polished technical proposals, solicitations, capability statements, presentations, and other business development materials. This position requires exceptional writing and editing skills, attention to detail, an understanding of the federal proposal process, and the ability to translate complex technical information into clear, persuasive content.

Key Responsibilities

• Develop, write, edit, and format federal government proposals, including technical and management volumes.
• Analyze RFPs, RFIs, RFQs, SOWs, PWSs, and evaluation criteria to ensure proposal compliance.
• Work closely with technical subject matter experts, project managers, capture managers, and business development teams to gather and develop content.
• Create compelling narratives that clearly communicate technical approaches, organizational capabilities, past performance, and differentiators.
• Ensure proposal content is accurate, consistent, compliant, and aligned with solicitation requirements.
• Design and format proposal documents using Adobe InDesign, maintaining professional and consistent visual standards.
• Develop graphics, tables, charts, callouts, and other visual elements that enhance proposal readability and impact.
• Support proposal color-team reviews and incorporate feedback from reviewers.
• Manage multiple proposal assignments and deadlines in a fast-paced environment.
• Maintain proposal templates, content libraries, resumes, past performance materials, and other reusable assets.
• Proofread and perform final quality-control reviews for grammar, formatting, consistency, and compliance.

Required Qualifications

• Bachelor's degree in English, Communications, Journalism, Technical Writing, Marketing, or a related field, or equivalent professional experience.
• 3+ years of technical or proposal writing experience, preferably supporting U.S. Federal Government contracts.
• Demonstrated experience developing federal government proposals in response to RFPs, RFQs, RFIs, or similar solicitations.
• Strong understanding of federal proposal terminology, compliance requirements, and evaluation criteria.
• Proficiency with Adobe InDesign and experience producing professionally designed proposal documents.
• Exceptional writing, editing, proofreading, and organizational skills.
• Strong attention to detail and ability to manage multiple deadlines.
• Ability to collaborate effectively with technical and non-technical subject matter experts.
• Proficiency with Microsoft Word, PowerPoint, and Excel.

Preferred Qualifications

• Experience supporting Federal Government contracting vehicles, IDIQs, GWACs, or task-order proposals.
• Experience with proposal management tools and structured proposal development processes.
• Knowledge of APMP proposal best practices.
• Experience developing graphics and visual storytelling for technical proposals.
• Experience working with SharePoint or other document/content management systems.
• Ability to obtain or maintain a U.S. government security clearance, if required.
