Responsibilities

This is for a potential upcoming opportunity.

The Project Manager will provide senior-level program and project management support to PMS 339 Technical Division (T Div) in the planning, acquisition, modernization, and lifecycle sustainment of Surface Navy training systems. You ensure the Fleet receives capable, modern, and mission-ready training systems — on time, within budget, and aligned to warfighting requirements.

Strong program management ensures technical trainers and training devices are delivered, maintained, and modernized in support of Fleet operational capability.

PRIMARY RESPONSIBILITIES
PROGRAM LEADERSHIP & EXECUTION
  • Support PMS 339 Technical Division in:
  • Programming
  • Planning
  • Budgeting
  • Execution
  • Lifecycle sustainment
  • Manage complex acquisition efforts for trainers and training devices
  • Oversee multi-million-dollar program portfolios
  • Develop requirements and ensure full delivery execution
ACQUISITION & PPBE SUPPORT
  • Support Planning, Programming, Budgeting, and Execution (PPBE) activities
  • Identify cost, schedule, and performance risks
  • Develop mitigation strategies
  • Track program health metrics and execution status
  • Ensure compliance with acquisition and DoN processes
TRAINING SYSTEMS DELIVERY
  • Oversee development and delivery of: Surface training systems; Technical trainers; Simulation devices
  • Ensure alignment with Ready Relevant Learning (RRL) objectives
  • Coordinate lifecycle sustainment planning
  • Validate training device performance and quality standards
TECHNICAL & QUALITY OVERSIGHT
  • Monitor technical performance and contract execution
  • Coordinate quality assurance reviews
  • Ensure documentation accuracy and traceability
  • Support facility coordination with NAVFAC and A&E firms
  • Synchronize efforts with learning centers and fleet stakeholders
STAKEHOLDER COORDINATION

Serve as interface between:

  • PMS 339 leadership
  • OPNAV stakeholders
  • Fleet representatives
  • Industry partners
  • Shipyards and training facilities

Provide clear, executive-level briefings on:

  • Program status
  • Decision points
  • Risk posture
  • Resource requirements
WHO SHOULD APPLY

This role is ideal for senior Navy leaders and acquisition professionals with surface training, technical systems, or program office experience - Officer and Senior Enlisted.

Required Qualifications

Bachelor’s degree OR 15+ years relevant experience in lieu of degree

  • 10+ years of professional experience
  • Ability to obtain a Secret clearance
  • Acquisition or Navy Training Systems experience
  • Must be a US citizen

  • Advanced degree (business or technical field)
  • 20+ years professional experienceSurface Training Systems

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
