Job description

Arch Systems is seeking an experienced Technical Project Manager to lead a complex digital services and technology modernization program supporting a Federal customer.

The Technical Project Manager will serve as a senior delivery and product leader responsible for managing a multidisciplinary technical team, coordinating directly with Government stakeholders, and ensuring successful delivery of modern, secure, user-centered digital products and services.

This position requires more than traditional project management. The ideal candidate will have a strong understanding of modern software development and digital product delivery and will be comfortable leading technical teams across application development, cloud, DevSecOps, UX/UI, data and analytics, testing, customer support, and related disciplines.

The successful candidate will serve as the primary contractor liaison to the Government product team and will be responsible for the supervision and management of contractor personnel. The underlying requirement specifically emphasizes continuous discovery and delivery experience through product management, Scrum, Agile coaching, or a similar discipline.

Key Responsibilities
  • Provide overall leadership, direction, and day-to-day management of a multidisciplinary technical delivery team.
  • Serve as the primary contractor interface with Government Product Owners, program leadership, technical stakeholders, and other customer representatives.
  • Manage contractor personnel and maintain accountability for staffing, performance, workload allocation, resource planning, and delivery.
  • Lead integrated teams consisting of software developers, DevSecOps engineers, UX/UI professionals, user researchers, data and analytics personnel, testers, customer-support staff, and other technical specialists.
  • Partner with the Product Owner to translate mission objectives, user needs, and business priorities into actionable product roadmaps, backlogs, delivery plans, and measurable outcomes.
  • Lead product planning, backlog refinement, prioritization, sprint planning, release planning, sprint reviews, retrospectives, and other Agile delivery activities.
  • Facilitate continuous discovery and continuous delivery, ensuring user research, prototyping, feedback, development, testing, deployment, and measurement operate as an integrated lifecycle.
  • Ensure product decisions are informed by user research, operational data, system analytics, customer-support trends, and stakeholder feedback.
  • Work with technical leads and engineering teams to understand solution architecture, technical dependencies, security requirements, development constraints, technical debt, and modernization priorities.
  • Ensure technical and non-technical stakeholders maintain a common understanding of priorities, risks, dependencies, delivery status, and expected outcomes.
  • Coordinate development, modernization, enhancement, operations and maintenance, data, security, testing, and customer-support activities across multiple concurrent workstreams.
  • Provide oversight of modern Agile software-development practices and ensure teams deliver incremental value through frequent releases and demonstrations.
  • Champion human-centered design and ensure users are actively involved throughout product discovery, design, development, testing, and iteration.
  • Coordinate closely with UX and research teams to incorporate usability findings, user journeys, prototypes, wireframes, accessibility considerations, and other design artifacts into product development.
  • Establish and monitor KPIs, OKRs, product success measures, operational metrics, schedule metrics, and other indicators of program and product performance. The requirement specifically calls for the development and tracking of KPIs, OKRs, and related success metrics.
  • Manage program scope, schedule, milestones, resources, risks, issues, dependencies, quality, and overall performance.
  • Maintain proactive risk and issue management processes and communicate risks, blockers, and known issues to customer leadership as early as possible.
  • Develop mitigation strategies and corrective actions when delivery or operational performance begins trending outside acceptable levels.
  • Facilitate coordination across Government organizations, technical teams, vendors, subcontractors, and other delivery partners.
  • Support technology governance, change management, release management, SDLC, security, and other customer governance processes.
  • Oversee development and maintenance of project management plans, integrated schedules, product roadmaps, resource plans, risk registers, decision logs, status reports, and related program documentation.
  • Prepare and present executive-level program updates covering accomplishments, upcoming priorities, schedule, staffing, risks, issues, dependencies, and performance.
  • Ensure meeting decisions, action items, owners, and due dates are clearly documented and tracked through completion.
  • Promote continuous improvement across delivery processes, team performance, product quality, and customer experience.

The program uses a collaborative and iterative development model that actively involves users and balances current system operations with emergent needs and new user-centered functionality.

Required Qualifications
  • 10+ years of progressive experience supporting or managing complex IT, software development, digital services, systems modernization, or technology programs.
  • 5+ years of experience leading Agile software development, digital product delivery, or technology modernization teams.
  • Demonstrated experience managing multidisciplinary technical teams.
  • Demonstrated experience serving as a Technical Project Manager, Technical Program Manager, Project Director, Product Lead, Delivery Lead, Senior Product Manager, Agile Delivery Lead, Scrum Master, Agile Coach, or comparable position.
  • Strong understanding of modern software-development lifecycles and Agile delivery methodologies.
  • Demonstrated experience with continuous discovery and continuous delivery.
  • Experience developing and managing product roadmaps, backlogs, release plans, and delivery priorities.
  • Experience translating business, mission, and user needs into epics, features, user stories, acceptance criteria, and executable technical work.
  • Experience leading Agile ceremonies including sprint planning, backlog refinement, daily standups, sprint reviews, retrospectives, and release planning.
  • Strong understanding of modern digital-product development, including application development, cloud environments, DevSecOps, CI/CD, data and analytics, UX/UI, testing, and cybersecurity concepts.
  • Demonstrated ability to effectively manage software engineers and other highly technical personnel without needing to serve as the hands-on engineering lead.
  • Experience managing multiple concurrent technical workstreams, competing priorities, cross-team dependencies, and rapidly changing customer requirements.
  • Demonstrated experience managing project scope, schedules, staffing, resources, risks, issues, quality, and performance.
  • Experience establishing and managing KPIs, OKRs, delivery metrics, or other measurable performance indicators.
  • Demonstrated ability to communicate technical issues, risks, tradeoffs, and recommendations to both technical and non-technical stakeholders.
  • Strong customer-management and executive-communication skills.
  • Excellent leadership, facilitation, negotiation, problem-solving, written communication, and presentation skills.
  • Ability to successfully manage teams in a highly collaborative, customer-facing environment.
Preferred Qualifications
  • Experience supporting Federal Government IT modernization or digital-services programs.
  • Experience leading large enterprise software-development or digital-product programs.
  • Experience with Federal Agile delivery and technology-governance environments.
  • Familiarity with the U.S. Digital Services Playbook.
  • Experience implementing Human-Centered Design and user-research practices.
  • Experience working with cloud-based enterprise applications.
  • Working knowledge of DevSecOps, CI/CD, automated testing, application security, and modern cloud delivery.
  • Familiarity with Federal cybersecurity and Authority to Operate processes.
  • Familiarity with Section 508 and digital accessibility requirements.
  • Experience coordinating multiple vendors, subcontractors, customer organizations, and technical teams.
  • Experience with data-intensive case management, oversight, compliance, analytics, or enterprise operational systems.
  • PMP, PMI-ACP, CSM, CSPO, SAFe, Agile Coach, or comparable certification preferred.
Education

Bachelor's degree in Information Technology, Computer Science, Engineering, Business Administration, Management, Information Systems, or a related field. Master's degree preferred. Equivalent combinations of education and directly relevant professional experience may be considered.
