Responsibilities

• Serve as the primary liaison between federal clients, stakeholders, and project teams to ensure transparency and mission success.
• Lead, mentor, and manage cross-functional teams to deliver projects on schedule and within budget.
• Develop and maintain project roadmaps, schedules, deliverables, sprint plans, and risk management strategies.
• Ensure project execution aligns with federal budgeting, acquisition, and compliance requirements.
• Oversee QA strategy and execution, including test planning and automation.
• Collaborate with stakeholders to elicit, document, and translate requirements into functional specs.
• Lead Agile ceremonies and coach on SAFe and hybrid methodologies.

The candidate should also have a strong background in quality assurance, requirements analysis, and Agile project deliveryto ensure projects are executed with precision, transparency, and measurable impact.

Key Responsibilities

• Serve as theprimary liaisonbetween federal clients, stakeholders, and project teams to ensure transparency, alignment, and mission success.
• Lead, mentor, and managecross-functional teams(developers, QA analysts, business analysts, DevOps engineers) to deliver projectson schedule, within budget, and to federal quality standards.

Quality Assurance & Business Analysis

• OverseeQA strategy and execution, ensuring comprehensive test planning, automation, defect tracking, and compliance with federal quality frameworks.
• Establish and enforcequality gatesacross the SDLC to drive defect prevention, not just detection.
• Collaborate with business stakeholders toelicit, document, and prioritize requirements, translating them into functional/technical specifications for development teams.
• Drive the creation ofuser stories, acceptance criteria, and test casesthat reflect mission and business needs.
• Facilitaterequirements traceabilityfrom business goals through development, testing, and deployment.

Agile Program Management

• Lead Agile ceremonies includingsprint planning, daily stand‑ups, backlog grooming, sprint reviews, and retrospectives.
• Coach federal clients and internal teams onAgile adoption, scaled Agile frameworks (SAFe), and hybrid methodologies.
• Foster aculture of continuous improvement, leveraging metrics and retrospectives to improve velocity, quality, and team performance.

Cloud & Technical Integration

• Integrate and optimizeAWS cloud technologiesto meet technical and mission requirements.
• Partner with technical leads to ensureDevSecOps, automation, and CI/CD pipelinesalign with security and compliance mandates (e.g.,FedRAMP, FISMA, NIST).
• Provide executive-level status reports, risk assessments, and data-driven insights to leadership and stakeholders.

Qualifications

• Bachelor’s degree in Computer Science, Information Systems, Business, or related field (Master’s preferred).
• PMP certification required; additional certifications (AWS Cloud Practitioner/Architect,Agile/Scrum, SAFe, CSM, CSPO, Six Sigma) strongly preferred.
• 8+ years of IT project management experience, with at least5 years supporting federal programs.
• Proven expertise infederal budgeting, compliance, acquisition processes, and stakeholder engagement.
• Strong background inquality assurance management(test planning, automation frameworks, QA processes).
• Hands‑on experience inbusiness analysis(requirements gathering, functional specifications, user stories, acceptance criteria).
• Experience withAWS cloud servicesand federal cloud adoption frameworks.
• Excellent written and verbal communication skills, with the ability tobrief executives and federal stakeholders.
• Demonstrated ability tolead technical teamsand manage people effectively in complex, multi-stakeholder environments.

Preferred Experience

• Delivery of projects usingAgile, Waterfall, or hybrid methodologiesin federal environments.
• Knowledge offederal acquisition, procurement, and contract management processes.
• Prior experience supporting agencies such asGSA, DOC, USPTO, USDA, or other federal civilian agencies.
• Exposure toQA automation tools (Selenium, JMeter, Cypress, etc.)and requirements management tools (JIRA, Confluence, Rally, Azure DevOps).
• Strong understandingofsecurity, compliance, and governance frameworksrelevant to federal IT.
