Job summary

Navarro Research and Engineering is seeking a Technical Project Manager 2 in Los Alamos, NM, to lead discrete technical construction scope, manage budgets and schedules, and ensure compliance with DOE/NNSA requirements. Qualified candidates have a bachelor's degree and 5 years of related experience, with active Q clearance and DOE/NNSA project experience.

Qualifications

  • Bachelor's degree with 5 years of directly related experience in nuclear facilities or labs.
  • Active Q clearance is required.
  • Experience with decontamination and decommissioning (D&D) in a DOE/NNSA setting.
  • Experience under NQA-1 requirements in nuclear facility environments.
  • Experience developing and managing project work packages, control accounts, budgets, schedules, and deliverables.
  • Ability to operate in strict nuclear security and classification environments.
  • US citizenship is required.

Position Summary

The Technical Project Manager 2 supports and manages discrete technical construction scope, ensuring timely completion of all project elements. This position oversees technical requirements; defines and manages project deliverables, budgets, schedules, and risks; and supports, and at times leads, the project team in planning, tracking, and executing assigned scope from initiation through turnover.

This role manages project activities in alignment with Triad's prime contract, National Nuclear Security Administration (NNSA), and Department of Energy (DOE) 413.3B requirements. Work is organized into control accounts and corresponding work packages that define the tasks necessary to meet programmatic objectives. The Technical Project Manager 2 reports to the Manager of Projects (MOP) and is responsible for day-to-day administrative and operational management of an assigned project/program area.

Responsibilities
  • Manage assigned technical construction scope, project deliverables, budgets, schedules, risks, and turnover activities from initiation through completion.
  • Support and lead project teams in planning, tracking, and executing discrete technical construction scope within a DOE Hazard Category 2, Security Classification 1 facility.
  • Develop, implement, and evaluate policies, procedures, and standards related to construction and work execution within a nuclear facility.
  • Support development and monitoring of program budgets, control accounts, and work packages aligned with programmatic objectives.
  • Provide technical guidance to project teams, support departments, and matrixed resources to ensure safe, compliant, and effective execution of assigned scope.
  • Coordinate effectively with construction, operations, and support organizations, including radiological control, criticality safety, nuclear safety, occupational safety, and other project stakeholders.
  • Ensure project activities comply with DOE/NNSA requirements, nuclear security and classification protocols, and applicable Nuclear Quality Assurance-1 (NQA-1) requirements.
Requirements
  • Bachelor's degree from an accredited institution and 5 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.
  • Prior nuclear facility and/or laboratory experience is required.
  • Recent and relevant experience supporting active decontamination and decommissioning (D&D), construction, testing, and turnover in a DOE and/or NNSA setting.
  • Experience working under NQA-1 requirements in a nuclear facility environment.
  • Extensive experience working compliantly within strict nuclear security and classification environments.
  • Active Q clearance is required.
  • Experience developing, managing, or supporting project work packages, control accounts, schedules, budgets, risks, and deliverables.
Preferred Qualifications
  • Prior construction experience, particularly supporting work in a nuclear facility.
  • Experience with work planning and controls in a DOE or NNSA nuclear facility environment.
  • Demonstrated ability to coordinate across construction, operations radiological control, criticality safety, nuclear safety, occupational safety, and other support organizations.
  • Strong communication, coordination, and project execution skills in highly regulated nuclear security and classification environments.
Education and Experience

Bachelor's degree from an accredited institution and 5 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.
