Job summary

RTX is seeking a well-qualified Program Manager for the Spectrum Dominance portfolio in Arlington, VA, working in a hybrid environment. You will oversee multiple government-funded research programs, coordinate with engineers, manage budgets and schedules, and enable researchers to focus on technical work.

Responsibilities include forecasting, tracking, subcontractor management, and ensuring compliance with security and export controls. A Secret clearance is required; travel may be necessary.

Qualifications

• University degree with 5+ years of relevant program management experience.
• Advanced degree preferred with related field experience.
• Experience forecasting and budgeting for government contracts.
• Knowledge of government compliance processes (export/import controls).
• Proven ability to manage Government-funded contracts and subcontractors.
• Strong task planning, staffing and multi-project tracking skills.
• Proficient in Excel and project management tools; ability to create documentation.
• Active and transferable Secret U.S. government clearance required.

Responsibilities

• Interact with technical and project support staff on multiple projects.
• Advise and collaborate with technical staff on customer interactions.
• Monitor spending, staffing, contract schedules, subcontracts and deliverables.
• Help the team stay on task and on budget.
• Gain knowledge and experience with cutting edge technical work and research.
• Work with a motivated, engaging group of peers.
• Position may require some overnight travel.
