Job summary

RTX is seeking a highly motivated Program Manager to support a dynamic portfolio within the Offensive Systems Engineering (OSE) organization based in Tucson, Arizona. You will coordinate program activities with engineering, contracts, finance, supply chain, and security teams to ensure technical, cost, and schedule objectives are met.

Qualifications

• Typically requires a degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 8 years of engineering experience.
• Experience supporting IRAD and/or CRAD efforts, including planning, execution tracking, or reporting.
• Experience with program lifecycle management, including cost, schedule, and technical baseline development.
• Active and transferable U.S. government issued SECRET security clearance is required prior to start date.
• U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
• Active US Top Secret Security Clearance with Single Scope Background Investigation (SSBI).
• Familiarity with emerging aerospace and defense technologies (weapons effects, sensing, autonomy, advanced materials, AI/ML, etc.).
• Understanding of DoD procurement processes and working with government customers.
• PM Level 7 certification or equivalent, or ability to obtain within 12 months.
• Experience working across multiple RTX sites or distributed teams.
• Demonstrated ability to collaborate effectively across functional teams.
• Strong written and verbal communication skills, including experience presenting to technical audiences and leadership.

Responsibilities

• Support the execution programs by monitoring progress, identifying issues, and coordinating with cross‑functional teams to maintain cost, schedule, and technical performance.
• Develop, maintain, and track program plans, milestones, budgets, and resource needs in alignment with established objectives.
• Facilitate communication between technical teams, leadership, and stakeholders, ensuring clear visibility of status, risks, and opportunities.
• Participate in risk and opportunity management activities, including identification, documentation, and tracking of mitigation actions.
• Prepare and deliver program metrics, presentations, and status updates for monthly reports and internal reviews.
• Ensure adherence to RTX program management processes, policies, and applicable contractual requirements.
• Collaborate with peer program teams across the portfolio to support resource planning, knowledge sharing, and process improvement.
