Job summary

Impellam Group, via Bartech Staffing, seeks a Technical Program Manager to plan and oversee technology initiatives across the enterprise. You will act as an Agile coach, drive efficient development processes, and coordinate with IT teams, vendors, and stakeholders to deliver on time and within budget.

The role requires strong program management, Agile/Scrum knowledge, and technical acumen to translate strategic objectives into actionable roadmaps and measurable outcomes.

Qualifications

• 6 years in IT

Responsibilities

• Plan project plans, define scope and goals for enterprise tech projects
• Drive problem-solving and continuous improvement with IT teams and vendors
• Facilitate efficient processes between internal teams and external technology providers
• Communicate status updates with quantitative metrics to stakeholders
• Ensure delivery within scope, timeline, budget, and resources
• Produce management-level status updates highlighting risks and changes
• Translate long-term tech objectives into actionable roadmaps and strategies
• Lead Agile ceremonies (sprints, backlog grooming, retros) for technical tooling teams
• Maintain Jira and other reporting for velocity, throughput, and delivery risk
• Monitor team health metrics (velocity, cycle time, sprint predictability) to drive improvement
• Coordinate testing and UAT across SDLC with engineering and business stakeholders
• Collaborate with platform, data analytics, and compliance teams to deliver enterprise value
• Ensure quality of deliverables and manage scope across multi-stakeholder initiatives
• Build strong stakeholder relationships to resolve issues efficiently
• Support vendor coordination and integration as needed

Job description

Plan and oversee the execution of projects and programs focused on technology implementation or upgrade of technology applications, capabilities, and solutions (e.g., enterprise applications, SaaS, internal infrastructure, networking, data centers, labs). Act as Scrum Master or Agile Coach to ensure teams embrace Agile, Scrum, Kanban, and Lean principles.

Key responsibilities

• Develop project plans, define project/program scope, goals, and deliverables for technology application development and implementation across the enterprise
• Drive problem-solving and continuous improvement initiatives by collaborating with IT teams and technology vendors
• Facilitate development efforts by creating and monitoring efficient, streamlined processes between internal teams and external technology providers
• Communicate status updates to stakeholders across multiple organizations and teams with quantitative measurements
• Ensure project and program objectives, deliverables, and results are completed within agreed scope, timeline, budget, and allocated resources
• Provide accurate and insightful analysis and reporting, presenting data in clear formats for presentations and reviews
• Identify risks and create risk mitigation plans to ensure timely project/program completion
• Manage technology product goals and forecasts; collaborate with technical development teams to translate long-term objectives into actionable technology strategy and implementation roadmap
• Guide execution by applying standard frameworks and development lifecycle methodologies (Agile, Waterfall, etc.)
• Manage Agile ceremonies and cadences including sprint planning, backlog grooming, retrospectives, and stand-ups for technical tooling teams supporting multiple global stakeholder groups
• Stand up new Agile/iteration cadences as team structure, scope, or stakeholder needs evolve
• Build and maintain reporting from Jira and other tools to track velocity, throughput, capacity, and delivery risk
• Define and track team health and delivery metrics (velocity, cycle time, sprint predictability, defect escape rate) to drive continuous improvement
• Produce and deliver management-level status updates including risks, scope changes, and escalations
• Identify and drive removal of obstacles and blockers impacting team deliveryBalance and t-shirt size workload across technical staff to ensure sustainable, realistic capacity planning
• Ensure requirements are well-written to meet stakeholder needs
• Coordinate testing, QA, and UAT activities across the SDLC in partnership with engineering and business stakeholders
• Partner with platform, data analytics, and compliance/risk teams to solve problems and deliver enterprise value
• Ensure quality of project deliverables and manage scope across large, complex, multi-stakeholder initiatives
• Build strong stakeholder relationships to ensure requirements are understood and issues resolved efficiently
• Support vendor coordination and integration efforts where applicable
