Qualifications

  • Bachelor’s degree in Information Technology, Computer Science, Engineering, or a related field.
  • Minimum of five (5) years of progressively responsible experience in technical program management, including managing complex IT infrastructure or networking projects in a large enterprise environment.
  • Demonstrated experience delivering complex network-related projects (e.g., LAN/WAN, wireless, data center, or telecommunications).
  • Experience leading cross-functional teams and coordinating work across technical and business organizations.

UW Information Technology (UWIT) has an outstanding opportunity for Technical Program Manager to join their team.

About this Opportunity

Reporting to the Executive Director, the Technical Program Manager serves as the strategic leader responsible for planning, governance, portfolio management, and execution of initiatives supporting the UW Medicine Network within UWIT. The position develops and manages multi-year network strategies, architectural roadmaps, technical standards, and investment plans to ensure that the network infrastructure supporting UW Medicine’s hospitals, laboratories, clinics, and related facilities remains secure, reliable, scalable, and aligned with institutional priorities.

This is an essential position and may be required to work remotely when UW suspends operations.

Key Responsibilities
Planning and Technical Strategy Development (25%)
  • Develop multi-year UWM network roadmaps, architectural strategies, and technical standards aligned to organizational goals
  • Partner with executive stakeholders, enterprise architects, and engineering teams to translate business and operational needs into scalable technical solutions and discrete projects
  • Drive long-range budget planning and investment prioritization for networking initiatives
Portfolio, Project, and Budget Management (50%)
  • Manage UWM network project portfolio, budgets, timelines, dependencies, and delivery milestones.
  • Develop and manage associated detailed annual budgets (Capex and Opex)
Process Development and Delivery Optimization (25%)
  • Continually review and refine workflow management and service delivery processes
  • Manage project intake and ongoing reprioritization efforts
  • Review and refine program governance, metrics reporting, and operational procedures to continually improve program consistency and efficiency
Required Qualifications

Minimum Qualifications
  • Bachelor’s degree in Information Technology, Computer Science, Engineering, or a related field
  • Minimum of five (5) years of progressively responsible experience in technical program management, including managing complex IT infrastructure or networking projects in a large enterprise environment.
  • Demonstrated experience managing large, complex technology projects and programs with multiple stakeholders, dependencies, and competing priorities.
  • Demonstrated experience delivering complex network-related projects (e.g., LAN/WAN, wireless, data center, or telecommunications).
  • Experience developing and managing capital and operating budgets.
  • Experience leading cross-functional teams and coordinating work across technical and business organizations.
  • Comprehensive experience with project management methodologies and tools (e.g., Agile, Waterfall, or hybrid approaches).
  • Experience with portfolio management, project governance, risk management, and strategic planning.
Knowledge, Skills, and Abilities:
  • Strong knowledge of networking fundamentals (including TCP/IP, routing and switching, wireless networking, and network security principles) and network service delivery practices.
  • Advanced knowledge of project and program management methodologies and best practices.
  • Proven ability to manage budgets, schedules, risks, and resources for large-scale technical projects.
  • Ability to develop and execute long-range technology strategies and roadmaps.
  • Ability to analyze complex business and technical requirements and translate them into actionable plans and solutions.
  • Strong financial planning, budgeting, and resource management skills.
  • Strong analytical, organizational, problem-solving, and decision-making abilities.
  • Excellent communication skills, with the ability to translate technical concepts for diverse audiences, including executive leadership.
  • Ability to build collaborative relationships and influence stakeholders at all organizational levels, including executive leadership.
  • Ability to work independently in high-visibility environment, prioritize competing demands, and maintain delivery discipline.

Preferred Qualifications
  • Project Management Professional (PMP) or similar certification.
  • Networking certifications such as CCNA, CCNP, or equivalent.
  • Experience supporting network services in higher education, healthcare, or research environments.
  • Knowledge of IT service management frameworks (e.g., ITIL).
  • Experience coordinating with regional or national research and education networks.
Working Conditions
  • Hybrid, open office environment.
  • Must be willing to work occasional off hours to support planned maintenance windows and/or critical delivery deadlines.

About the Team

UW Information Technology (UWIT) is the central information technology organization for the University of Washington, responsible for strategic planning, oversight, and direction of the UW’s IT infrastructure, resources, and services. UWIT provides critical technology support to all three campuses, UW Medicine, and research operations around the world. UWIT partners with the UW community to enable innovation, learning, discovery, and service.

This position functions within a highly complex enterprise environment that includes a large public research university and an integrated healthcare system comprised of three hospitals and more than 30 laboratories and clinics.

Compensation, Benefits and Position Details
Pay Range Minimum:

$141,840.00 annual
