The Technical Program Manager / Service Delivery Manager will join a Global Professional Services organization supporting complex technology initiatives for a Transportation industry client in Dallas or San Antonio, Texas. This hybrid, client-facing role requires onsite presence at the client headquarters two days per week.


The individual will lead the execution and delivery of migration, API, and cloud programs, providing technical program leadership, stakeholder coordination, risk management, and delivery discipline from planning through implementation and production.


This is an execution-oriented technical delivery role, not a purely administrative program management position. The successful candidate must understand the underlying technology and architecture well enough to coordinate technical teams, identify dependencies, challenge assumptions, recognize risks, and facilitate decisions that keep complex programs moving.


Working with client stakeholders, professional services teams, engineering groups, business leaders, and delivery partners, the Technical Program Manager will establish ownership, align priorities and milestones, manage risks and issues, and provide accurate visibility into program health and delivery status.


This is a W2 contract-to-hire opportunity. Candidates must work on a W2 basis; C2C arrangements are not available.


Purpose

Lead the delivery of critical technology programs supporting a major Transportation organization. Connect technical execution with client and business priorities to support successful migration, modernization, and implementation of API and cloud capabilities.


The role provides broad technical program leadership experience within a Global Professional Services environment across migration, APIs, cloud, Agile delivery, stakeholder management, technical dependencies, risk management, and client-facing delivery, with the opportunity to transition from the initial W2 contract into a longer-term position.


Objectives

1. Establish Program Control and Visibility

Within the first 30–60 days, develop a clear understanding of assigned migration, API, and cloud initiatives, including scope, objectives, milestones, technical dependencies, stakeholders, risks, issues, and commitments. Use onsite engagement in Dallas or San Antonio to build productive client relationships and gain direct insight into priorities and delivery obstacles. Establish an operating cadence that provides clear visibility into ownership, decisions, priorities, and program health.


Success Measures: Accurate program visibility, clear ownership, stakeholder alignment, and improved delivery predictability.


2. Drive Migration and Technical Programs Through Delivery

Own the coordination of assigned programs from planning through implementation and production readiness. Manage dependencies, sequencing, testing, readiness activities, implementation milestones, and required decisions. Proactively identify obstacles affecting schedule, scope, quality, or delivery and drive corrective actions before issues accumulate. AI-assisted planning or analysis tools may be used where appropriate, with recommendations validated against actual program information.


Success Measures: Achievement of milestones, closure of critical dependencies, implementation readiness, and predictable progress toward program outcomes.


3. Lead Cross-Functional API and Cloud Delivery

Coordinate professional services resources, client teams, engineering groups, and other stakeholders across architecture, development, integration, testing, infrastructure, security, and implementation. Develop sufficient technical understanding to identify inconsistencies, ask effective questions, recognize cross-team dependencies, and elevate decisions when needed. Facilitate collaboration across organizational boundaries and maintain focus on the overall client outcome.


Success Measures: Effective cross-team coordination, timely dependency resolution, achievement of milestones, and movement of technical capabilities toward production.


4. Strengthen Risk, Issue, and Stakeholder Management

Establish a disciplined process for identifying, prioritizing, escalating, and resolving program risks and issues. Use onsite client engagement to accelerate decisions, resolve cross-functional problems, and maintain alignment between technical execution and business expectations. Provide concise updates covering impact, options, ownership, required actions, and material uncertainties.


Success Measures: Timely risk identification, reduced aging of critical issues, effective escalation and decision-making, and stakeholder confidence in program leadership.


Key Responsibilities / Subtasks

1. Assess Program Status and Build Client Relationships

During the first 30 days, review assigned migration, API, and cloud initiatives to understand objectives, status, delivery plans, technical workstreams, stakeholders, dependencies, risks, and outstanding decisions. Build relationships with key client stakeholders through the required two-day-per-week onsite presence. Identify immediate delivery gaps and prioritize corrective actions.


Success Measures: Reliable current-state assessment, strong stakeholder access, and agreement on priority actions.


2. Establish the Integrated Delivery Plan and Operating Cadence

Within the first 30–60 days, establish or refine an integrated delivery plan connecting workstreams, milestones, dependencies, ownership, testing, decisions, and implementation activities. Implement practical Agile and program-management routines that create accountability and visibility without slowing technical execution. Ensure stakeholders understand commitments, due dates, dependencies, and escalation paths.


Success Measures: Improved planning accuracy, clear ownership, and increased predictability of execution.


3. Coordinate Technical Workstreams and Dependencies

Throughout delivery, coordinate teams supporting migration, APIs, cloud capabilities, integrations, and related technical workstreams. Track critical dependencies to resolution, identify sequencing conflicts, surface cross-team risks, and facilitate decisions required to maintain delivery momentum.


Success Measures: Reduced dependency delays, stronger cross-team alignment, and consistent progress against milestones.


4. Manage Risks, Issues, Decisions, and Escalations

Maintain clear risk, issue, decision, and action tracking. Assess impact, assign ownership, establish due dates, and elevate material issues promptly. Ensure unresolved items are visible and drive them to closure with the appropriate technical or business stakeholders.


Success Measures: Faster issue resolution, fewer aging risks, and timely decisions on critical delivery matters.


5. Support Testing, Readiness, and Implementation

Coordinate planning across testing, validation, production readiness, implementation, and post-deployment activities. Confirm technical and business dependencies are addressed, required approvals are obtained, and stakeholders understand implementation responsibilities and timing.


Success Measures: Strong implementation readiness, fewer late-stage surprises, and successful progression into production.


6. Provide Clear Executive and Client Communication

Prepare concise program updates that accurately communicate status, accomplishments, milestones, risks, issues, decisions, dependencies, and required actions. Tailor communication for technical teams, client stakeholders, business leadership, and professional services management.


Success Measures: Consistent stakeholder understanding of program health, faster decision-making, and confidence in delivery reporting.


Qualifications


  • Experience leading complex technical programs, service delivery, or technology implementations in enterprise environments.

  • Strong background coordinating migration, API, cloud, integration, or modernization initiatives.

  • Sufficient technical depth to understand architecture, dependencies, delivery risks, testing, infrastructure, security, and production-readiness considerations.

  • Demonstrated ability to coordinate cross-functional engineering, architecture, business, client, and professional services teams.

  • Strong risk, issue, dependency, milestone, and stakeholder management skills.

  • Experience with Agile delivery and practical program-management methods.

  • Strong client-facing communication, facilitation, escalation, and decision-support skills.

  • Ability to work in a fast-moving environment with multiple workstreams and competing priorities.

  • Transportation industry experience is beneficial but not required.

  • Must be able to work onsite at the Dallas or San Antonio client headquarters two days per week.

  • Must be able to work on a W2 basis; C2C is not available.
