Job summary

Jobtailor seeks a senior Program Manager to oversee data science and research initiatives for Army customers. You will lead multi-disciplinary teams, manage budgets, and drive end-to-end programs across distributed personnel and subcontractors.

The role requires deep experience with enterprise data platforms, Agile project management, and strategic partnerships with government executives. A security clearance and DoD program experience are preferred.

Job description

• Oversee a portfolio of research and data science initiatives supporting Army customers
• Execute programs end to end, managing budgets, deliverables, subcontractors, and geographically distributed teams across concurrent projects
• Provide operational leadership through effective staffing, scope definition, and consistent delivery
• Serve as a trusted partner to customers and internal teams
• Oversee data engineering, data science, research, and enterprise platform IT operations
• Lead data architects, data engineers, and data scientists
• Partner with customers to operate efficient analytical or AI platforms for critical research programs
• Shape strategy, identify innovative solutions, and support program growth and sustainment
• Lead Agile development of project roadmaps
• Establish project milestones and implement metrics to track progress

Requirements

• 12+ years of experience planning, directing, coordinating, and managing programs such as data platforms, engineering, data science, enterprise analytics, and solution architecture
• 12+ years of experience building and sustaining partnerships with government organizations and senior government executives
• 12+ years of leadership experience, including leading dispersed cross-functional teams in engineering, architecture, analytics, and AI/ML, including subcontractors
• 10+ years of experience leading the design, development, and implementation of enterprise data platforms and analytics
• Experience leveraging client relationships, market knowledge, and government acquisition best practices to position Army accounts and customers for continued growth and opportunity wins
• Experience defining scope of work and developing schedules, plans of action, ROM estimates, and risk management approaches
• Knowledge of Agile methodologies and their application in complex research and data science environments
• Knowledge of data quality standards, governance, and best practices
• Ability to manage large programs and interface with senior DoW clients
• Ability to recruit, hire, and strategically staff high-performing teams
• Secret clearance required; applicants may need to meet eligibility requirements for classified information access
• Bachelor's degree
• Experience improving processes and efficiencies in data and team management
• Experience with Palantir Foundry
• Knowledge of Microsoft Office, including Microsoft Project
• Ability to learn new technologies, including low-code/no-code and open-source technologies
• Ability to interact with clients and staff professionals and deliver presentations
• Project Management Professional or CompTIA Security+ certification
