Technical Product Owner – Healthcare Quality & STARS Initiatives

Location: Remote

Department: Product Management

Reports To: Director of Product / VP of Product

Type: Full-Time

About the Role:

We seek a passionate Technical Product Owner with deep experience in healthcare data, interoperability, and quality improvement to drive product development for healthcare analytics and population health platforms. The ideal candidate will have a strong technical foundation, product mindset, and understanding of Medicare Advantage, HEDIS, and STARS quality measures. You will act as the bridge between business stakeholders, engineering teams, and data scientists to shape solutions that improve patient outcomes, compliance, and performance in STARS and other quality programs.

Key Responsibilities:

  1. Define and prioritize the product backlog for healthcare data integration and quality analytics products.
  2. Collaborate with clinical, compliance, data, and engineering teams to define and deliver features aligned with CMS STARS, HEDIS, and other quality frameworks.
  3. Translate regulatory requirements (e.g., CMS STARS measures) into technical stories, acceptance criteria, and user workflows.
  4. Manage product lifecycle from discovery through delivery, ensuring on-time releases that meet business objectives.
  5. Serve as the SME for STARS and Medicare Advantage-related product capabilities.
  6. Conduct backlog grooming, sprint planning, and reviews in collaboration with Agile/Scrum teams.
  7. Work with data engineers and architects to design scalable, secure, and performant data pipelines for claims, clinical, and member data.
  8. Partner with compliance teams to ensure HIPAA and CMS regulatory adherence.
  9. Evaluate vendor solutions and contribute to buy-vs-build decisions.
  10. Monitor product performance and support KPI development to track effectiveness of quality initiatives.

Required Qualifications:

  • 5+ years of experience as a Product Owner or Technical Business Analyst in healthcare IT.
  • Strong understanding of Medicare Advantage, STARS Ratings, HEDIS, or related quality frameworks.
  • Hands-on experience working with healthcare data (claims, clinical, member, or EMR/EHR).
  • Proficiency in Agile/Scrum methodologies.
  • Ability to write detailed user stories and acceptance criteria for technical teams.
  • Excellent collaboration and communication skills across technical and business stakeholders.

Preferred (Nice-to-Have):

  • Experience with data platforms such as Snowflake, Databricks, or healthcare-specific analytics platforms.
  • Familiarity with FHIR, HL7, or other interoperability standards.
  • Knowledge of NCQA, CMS, and health plan quality measurement programs.
  • Experience working with vendors or platforms focused on STARS optimization or member engagement.
