Job Duties

The Division of Community Development and Housing within the Department of Housing and Community Development (DHCD) is excited to announce the expansion of our team with the addition of two Housing Programs Technical Monitors/Inspectors. These roles will involve regular overnight travel across the Commonwealth of Virginia, where you will play a crucial part in ensuring that local agency recipients and providers meet essential standards of performance and accountability. By conducting thorough on-site inspections, you will help guarantee compliance with vital federal regulations from the U.S. Department of Energy and the U.S. Department of Health and Human Services, as well as adherence to the policies and procedures of the Commonwealth of Virginia.

In this capacity, you will contribute to housing projects and initiatives that seek to provide our citizens with decent, safe, sanitary, energy-efficient, and affordable housing through the following actions:

Inspecting: Collaborating with local agencies, property managers, and owners to conduct comprehensive inspections of completed and ongoing weatherization and repair work. Your attention to detail will ensure compliance with state and federal standards, standard work specifications, and rigorous quality control inspection standards.

Technical Assistance: Offering vital guidance and training both on‑site and remotely via phone or email. Your expertise will empower agency crews and contractors to perform at their best and enhance their overall effectiveness.

Monitoring and Reporting: Meticulously documenting findings, recommendations, and corrective actions needed to ensure compliance with all applicable guidelines, policies, and regulations. Your role will be essential in promoting accountability within agencies and subcontractors.

The appointment is to a restricted position, funded in part by non‑general funds. The availability of funding is scheduled for review on an annual basis. Continued employment is contingent on the continued availability of grant and non‑general funds.

Must obtain certification as a Building Performance Institute (BPI) Home Energy Professional (HEP) energy auditor and quality control inspector within twelve months of hire, as mandated by the federal funding source.

Frequent overnight travel throughout the Commonwealth of Virginia is required for this role, and a valid driver's license.

Minimum Qualifications

• Strong knowledge of construction principles related to housing, rehabilitation, restoration, energy conservation, and/or energy auditing.
• Knowledge of business administration financial practices, including payment processing, expense reporting and financial account reconciliation.
• Skilled in reading and interpreting specific program regulations and applying them to understand program requirements to successfully monitor program/project activities and propose solutions.
• Strong analytical skills such as data and information analysis, problem‑solving, critical thinking, researching, etc.
• Demonstrated ability and/or knowledge in the use of blower door, infrared camera, and combustion appliance zone (CAZ) testing equipment is required.
• Excellent interpersonal, oral, and written communication skills.
• Ability to obtain the Building Performance Institute (BPI) Quality Control Inspection (QCI) certification.
• Experience in administering weatherization and housing rehabilitation programs targeted to housing development, preservation, and energy efficiency. (Examples include the U.S. Department of Energy’s Weatherization Assistance Program, the U.S. Department of Health and Human Services Low‑Income Home Energy Assistance Program, the Virginia Department of Social Services Low‑Income Home Energy Assistance Program, and the Weatherization Deferral Program).
• Experience in audits, inspections, home performance improvement, and/or healthy home initiatives targeting energy efficiencies in housing innovations, housing rehabilitation programs, Weatherization Assistance Program, and other similarly funded program operations.
• Considerable experience in conducting and providing on‑site technical assistance and conducting on‑site monitoring inspections of completed units.
• Considerable experience in training workshops, making technical presentations, and effectively communicating to facilitate group discussions with diverse populations, team members, and stakeholders.
• Work experience and proficiency in Microsoft Office Suite (including Word, Excel, PowerPoint, and Outlook) to create reports, spreadsheets, draft documents, and presentations.
• Experience in energy auditing software (Hancock, Weatherization Assistant, etc. programs is required.

Additional Considerations

• Considerable knowledge of federal and/or state housing grant programs.
