RIVA Solutions, Inc. is seeking a Technical Lead / Business Analyst to support a Federal web modernization program.

The role combines hands-on technical leadership with strong business analysis to translate stakeholder needs into clear requirements, user stories, and tasks. You will work with government stakeholders, product owners, UX/content teams, developers, QA, and security resources to ensure secure, accessible, and maintainable web products that meet federal standards.

Qualifications

Experience supporting web modernization, digital services, CMS/WCMS, or public-facing website programs.
Experience with requirements elicitation, backlog management, stakeholder facilitation.
Hands-on understanding of Drupal/WCMS, web apps, APIs, and modern web practices.
Experience coordinating Agile/Scrum or Kanban delivery teams.
Knowledge of Section 508/WCAG and Federal digital standards.
Experience with Jira, Confluence or similar tools for backlog and collaboration.
Ability to write clear requirements documents and user stories.
Strong analytical, communication, facilitation, problem-solving and customer-service skills.

Responsibilities

Bridge Government stakeholders, UX/content teams, developers, QA and infrastructure for web modernization.
Elicit, analyze, document, and validate requirements, user stories, acceptance criteria, and workflows.
Translate stakeholder needs into technical tasks, estimates, backlog items and sprint-ready stories.
Lead or support Drupal/WCMS design discussions, APIs, integrations, and web apps.
Guide developers in secure coding, accessibility, and WCMS best practices.
Coordinate development activities, code reviews, release planning and deployments.
Support legacy migrations, WCMS upgrades, redirects, and content validation.
Facilitate Agile ceremonies and stakeholder demos.
Ensure features meet accessibility/usability expectations with QA and Trusted Tester.
Document dependencies, risks, release notes, and SOPs as needed.
Analyze production issues and user feedback to identify root causes and improvements.
Communicate technical concepts clearly to technical and non-technical audiences.
