Job Description
You keep Oracle E-Business Suite healthy for a national mission, on premises and in Oracle Cloud. You are the person who plans the patch cycles, tunes the concurrent managers, leads the recovery when something breaks, and takes a legacy estate into the cloud without losing a record. Full time, W-2, based in Fairfax, Virginia with some telework, starting October 2026.

SPN Solutions has won a new contract to operate and modernize the information systems behind the Strategic National Stockpile, part of HHS's Administration for Strategic Preparedness and Response (ASPR). The Stockpile holds the nation's reserve of medicines and medical supplies for public health emergencies. When a hurricane, an outbreak or another emergency calls for those supplies, the systems this team runs are how the country knows what it has, where it is and how fast it can move. The platform is Oracle E-Business Suite, and the program is moving it to Oracle Cloud while raising the quality of the inventory data and tightening the integration with the warehouse partners that hold the stock. You would join at the start, on a new team, with real work to own from the first week.

What you will do
- Administer Oracle E-Business Suite R12.2 applications end to end: concurrent processing, WebLogic, Oracle Access Manager, workflow, printing and the technology stack.
- Apply Oracle Critical Patch Updates and Patch Set Updates on the customer's cycle, with tested rollback, and keep the environments within the approved configuration baseline.
- Clone, refresh and manage the development, test, training and production instances, and keep them in step across on-premises and cloud.
- Own performance: AWR and OEM diagnostics, SQL tuning, concurrent manager and workflow tuning, capacity trends.
- Run backup and recovery for the applications tier, prove restores, and take part in the annual disaster recovery exercise.
- Support the build of the new system on Oracle Cloud Infrastructure and the cutover from the legacy system, including data validation gates.
- Keep audit, access and change records current for FISMA continuous monitoring and 21 CFR Part 11 controls.
- Serve in the 24x7 on-call rotation and lead incident recovery for the applications tier.
What you need
- 10 or more years of Oracle identity management, database administration and Application Management Suite, with expert-level Oracle E-Business Suite R12 administration.
- WebLogic Server administration in an EBS technology stack.
- Performance tuning and data integration experience across EBS instances.
- Hands-on patching, cloning and upgrade work on EBS 12.2, including online patching (ADOP).
- Linux administration skills sufficient to run the EBS stack (Red Hat).
- U.S. citizenship and the ability to obtain an HHS Tier 2 public trust determination.

- Oracle Certified Professional.
- Oracle Cloud Infrastructure experience, especially EBS on OCI.
- Experience in a regulated (cGMP or 21 CFR Part 11) environment.
- Inventory, warehouse management or order management modules.

Terms, and how to apply

- Hybrid: based at SPN's office in Fairfax, Virginia, with some telework; occasional days at the customer's Atlanta, Georgia campus when the work requires it
- Core hours 9:00 a.m. to 3:30 p.m. Eastern, Monday to Friday, with flexible start between 6:00 and 9:00 a.m. Eastern; federal holidays off
- Part of a 24x7 on-call rotation for emergency response and critical system support; a company phone is provided
- Occasional travel within the continental United States, reimbursed
- You must be a U.S. citizen and obtain and keep an HHS Tier 2 (moderate risk) public trust determination; no security clearance is required
- You complete HHS security, privacy and records management training before access, and cGMP training shortly after you start
