Job summary

South Carolina Department of Administration, Division of Enterprise Applications, is seeking a Technical Director to lead enterprise technology operations for the SCEIS environment and related services. You will guide architecture, development, and operations, ensuring secure, scalable delivery across the statewide system.

The role requires strong leadership, cloud experience, SDLC oversight, and the ability to drive modernization in a dynamic governmental context.

Qualifications

Bachelor’s degree in information technology, computer science, MIS, engineering, business administration, or a related field.
Extensive experience leading enterprise application development, systems integration, cloud technologies, and large-scale IT initiatives.
Demonstrated experience managing technical teams, software development, enterprise architecture, and enterprise application delivery within a complex environment.
Experience supporting the full software development lifecycle (SDLC), including design, development, implementation, maintenance, and operational support.

Responsibilities

Direct enterprise development services, reporting and analytics, systems administration, and enterprise architecture functions supporting the SCEIS environment.
Direct staffing strategies, resource allocation, contractor oversight, and organizational development activities supporting enterprise technology operations.
Lead technology planning efforts and architectural activities supporting current and future business requirements.
Lead and support staff through coaching, training, and performance development; streamline workflows and implement policies.
Direct activities supporting cybersecurity coordination, technology risk management, disaster recovery, and operational resiliency.
Provide oversight of technology vendors, contractors, consultants, and service providers supporting enterprise technology operations.
Support division leadership in the execution of strategic initiatives, modernization efforts, and enterprise technology objectives.
Perform other duties as assigned.
