Job description

Purpose: Metropolitan Strategies & Solutions (MSS) is seeking an experienced Technical Delivery Manager to lead and coordinate technical execution across multiple engineering, technology, and platform teams. The ideal candidate combines strong project delivery and management capabilities with a solid understanding of software engineering, solution architecture, systems integration, and enterprise technology environments.

Position Overview: This position plays a critical role in ensuring that complex technical initiatives are delivered successfully, on schedule, and in alignment with organizational and client objectives. The Technical Delivery Manager will collaborate with technical leads, software engineers, solution architects, project managers, and business stakeholders to coordinate technical activities, resolve dependencies, manage risks, and drive successful implementation.

The successful candidate will be a highly organized, technically proficient professional who can bridge the gap between engineering teams and project leadership. This individual should be comfortable navigating complex technology environments, asking informed technical questions, identifying risks before they affect project outcomes, and holding teams accountable for successful delivery. While this is not primarily a hands-on software development position, the Technical Delivery Manager must possess sufficient technical depth to understand engineering challenges, evaluate dependencies, facilitate informed discussions, and ensure technical readiness throughout the project life cycle.

Key Responsibilities

Technical Delivery & Cross-Functional Coordination

  • Lead coordination of technical activities across software engineering, application development, data management, infrastructure, and technology teams.
  • Maintain comprehensive visibility into technical workstreams, system interfaces, integration requirements, and project dependencies.
  • Facilitate cross-functional technical discussions to align deliverables, priorities, responsibilities, and timelines.
  • Partner with engineering leads, architects, and project managers to ensure technical solutions align with business requirements and project objectives.
  • Establish accountability for technical decisions, action items, and delivery milestones.

Project Execution & Systems Integration

  • Develop and maintain integrated technical delivery plans aligned with overall project schedules and milestones.
  • Identify, track, and manage technical dependencies involving APIs, data integrations, cloud environments, infrastructure, testing, and software releases.
  • Proactively identify technical risks, implementation challenges, and potential delivery delays.
  • Coordinate the resolution and escalation of technical issues, presenting actionable recommendations and assessing impacts on project objectives.
  • Oversee coordination of integration testing, user acceptance testing (UAT) readiness, production deployment activities, and operational handoffs.
  • Support implementation planning, release management, and continuous improvement of technical delivery processes.

Technical Oversight & Stakeholder Communication

  • Maintain accurate and timely documentation of technical risks, issues, dependencies, decisions, and deliverables.
  • Provide clear, concise, and technically informed progress reports to project leadership, technical stakeholders, and clients.
  • Assess technical deliverables against established quality standards, acceptance criteria, and implementation readiness requirements.
  • Translate complex technical concepts into actionable information for technical and nontechnical stakeholders.
  • Promote effective communication, collaboration, accountability, and problem-solving across multidisciplinary teams.

Required Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Engineering, Information Systems, or a related field, or equivalent professional experience.
  • Minimum of 7 years of progressively responsible experience in software engineering, technical project management, technical program management, technology delivery, or related disciplines.
  • Demonstrated success coordinating complex technical initiatives involving multiple software development or engineering teams.
  • Strong working knowledge of APIs, distributed systems, cloud platforms, data integration, software development life cycle (SDLC), continuous integration/continuous deployment (CI/CD), and software testing methodologies.
  • Ability to review and interpret technical designs, architecture diagrams, system specifications, and integration requirements.
  • Experience using Jira, Azure DevOps, or comparable project and technical delivery management platforms.
  • Strong organizational, analytical, problem-solving, and decision-making capabilities.
  • Excellent written and verbal communication skills, including the ability to engage effectively with technical teams, executive leadership, and external stakeholders.
  • Demonstrated ability to manage competing priorities, resolve technical challenges, and deliver results in fast-paced, complex environments.

Preferred Qualifications

  • Previous hands-on experience as a software engineer, technical lead, solutions engineer, systems architect, or similar technical professional.
  • Experience supporting large-scale enterprise technology implementations, systems modernization, or digital transformation initiatives.
  • Experience with enterprise systems integrations, customer relationship management (CRM) platforms, marketing technology, or data management solutions.
  • Experience coordinating geographically distributed or multidisciplinary engineering teams.
  • Familiarity with Agile, Scrum, hybrid, or other software delivery methodologies.
  • Experience using AI-assisted project management tools, workflow automation, automated reporting, or intelligent issue-tracking solutions.
  • Experience supporting technology projects for government agencies, public-sector organizations, or large enterprises.
  • Salary range depending on experience: $120,000-$135,000
  • Annual profit-sharing.
  • Three percent 401(k) employer contribution.
  • Six weeks of paid time off (fifteen vacation days, twelve holidays, and three sick days).
  • Twelve weeks of paid family leave.
  • Employer-provided healthcare and life insurance.
  • Opportunity to work on challenging and impactful projects across diverse industries.
  • A collaborative and supportive work environment with a focus on learning and growth.

Requirements:

  • Three days a week on-site at minimum.
  • US Citizen or authorized to work in the US.
  • District of Columbia Residency Requirement: Must reside in or relocate to the District of Columbia prior to employment start date.
