Job Overview

Technical Buyer – INEOS Oxide, Plaquemine (LA) site. Responsible for all materials acquisition technical procurement activities for the site, ensuring correct materials are available to meet production plans and CAPEX portfolio while focusing on safety and optimal value. Also leads warehouse operations and manages a warehouse store clerk.

Key Responsibilities

• Produce and manage RFQs (Request for Quotations) and evaluate vendor proposals.
• Lead negotiations with vendors to secure best commercial terms, achieving lowest total cost of ownership.
• Identify and recommend new vendors that offer commercial or technical advantages.
• Provide expert advice on procurement-related risks, including market knowledge and contract terms.
• Maintain accurate SAP material master data and agreements.
• Process purchase requisitions and produce timely, complete purchase orders.
• Maintain stock inventories, ensuring availability for manufacturing, maintenance, and turnaround schedules.
• Implement best practices in warehouse operations to enhance reliability while reducing unnecessary inventory.
• Onboard and vet new vendors, obtaining approval for onsite work or supplies.

Internal and External Engagement

• Interface with Strategy & Projects Team to support business growth projects.
• Collaborate with Site Operations to monitor vendor performance and support commercial issues.
• Leverage partnerships with Technical Procurement Europe and Bayport to explore opportunities.
• Engage external vendors, launch RFQs, negotiate, and pursue strategic partnerships.
• Network with other INEOS businesses to share leverage opportunities.

Qualifications

• 5+ years of front‑line technical procurement experience in the chemical industry.
• Contract negotiation experience required.
• Experience leading diverse teams.
• Bachelor’s degree (technical background a plus).
• Fluency in English.
• Commercial acumen, advanced negotiation and analytical skills.
• Understanding of chemical manufacturing processes, safety standards, contract law, and relevant regulations.
• Proficiency in MS Office and SAP.

Key Performance Indicators

• SHE performance: Zero incidents; zero life‑saving rule breaches.
• Fixed‑cost budget met at 100% or less.
• Total cost savings and avoidance achieved.
• Delivery & quality: On‑time delivery, delivery to promise date.
• Supplier OTIF (on time and in full), supplier returns, and SLA compliance percentages.
• Supplier diversification: number of new vendors introduced and number of bids with 3+ vendors.
• Effective management of stores working capital within business objectives.
• Compliance: >= 99% ISO, EPA, GMP, DOT, OSHA, etc.
• Annual training and progression goals met by the team.
