Site Procurement Operations Lead – Texas City

We are seeking a Site Procurement Manager to lead procurement activities for our Texas City manufacturing site. This role oversees procurement standards, vendor management, major contract negotiations, and the site’s stores warehouse. It is a hands‑on, working manager position responsible for both strategic leadership and day‑to‑day execution.

Key Responsibilities
  • Lead all procurement activities for goods, services, and logistics (excluding feedstock and catalyst).
  • Manage and develop the procurement team, ensuring strong processes, effective contracting, and compliance.
  • Oversee vendor negotiations, pricing, purchase orders, and expediting.
  • Prepare and execute procurement strategies for high‑value spend and evaluate results.
  • Ensure adherence to internal controls, Delegation of Authority requirements, and vendor master data accuracy.
  • Manage stores operations, including inventory accuracy, reorder levels, and obsolete stock.
  • Support logistics contracting and advise site leadership on procurement involvement.
  • Manage high‑value or critical contracts and coordinate with other INEOS businesses to leverage total spend.
  • Implement vendor performance management for key suppliers and support project procurement.
  • Ensure all procurement activities comply with legal and corporate requirements.
Qualifications
  • 10+ years of work experience, including 5+ years in procurement.
  • Strong commercial, analytical, and contract law knowledge.

  • Understanding of chemical plant operations and SAP P2P preferred.
