The Texas Commission on Environmental Quality is seeking an experienced Program Supervisor to join the Administrative Services' Financial Administration Division in Austin. You will lead contracting activities, guide staff, and ensure compliance with state procurement policies.

Use your expertise in contract development, procurement documents, and staff leadership to improve processes and support agency missions in protecting public health and natural resources.

Qualifikationen

• Experience planning and assigning work, including personnel management (hiring, training, staff development, performance management).
• Experience developing and/or analyzing solicitation documents (e.g., IFB, RFB).
• Experience presenting and/or training on contracting functions.
• Certified Texas Contract Developer and/or Certified Texas Contract Manager.

This position is a member of our Financial Administration Division.

Here’s What You’ll Be Doing

• Supervises contracting activities, including personnel management functions (hiring and developing staff, performance management, etc.); Oversees and participates in the development of contract documents, and the monitoring and management of contracts, assuring adherence to applicable state and agency policies and requirements.
• Audits and monitors the contracting processes. Assists with section website and database development, and continuous improvement.
• Reviews and evaluates agency contract mechanisms and programs; identifies needs for modification and continued development; and advises management on recommended legislative, regulatory, or procedural solutions. Coordinates legislative and rulemaking projects, as assigned.
• Provides technical support/leadership to agency staff on writing specifications and preparing contracts. Serves as training liaison to ensure contracts are consistent with Comptroller of Public Accounts /Statewide Procurement Division and Agency guidelines.

Key Qualifications

• Experience planning and assigning work and/ or in completing personnel management functions (hiring, training, staff development, performance management).
• Experience developing and/or analyzing soliciting documents (examples- IFB, RFB, etc.)
• Experience in conducting presentations and/or training on contracting functions.
• Certified Texas Contract Developer and/or Certified Texas Contract Manager

Required Education & Experience

Experience in the administration of a program relevant to assignment.

OR

Graduation from an accredited four-year college or university with major course work in a field relevant to assignment.

Work Schedule

Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.

Individual and work group schedule determined by the TCEQ Financial Administration Division.
