This full‑time onsite role at the Mark Center in Alexandria, VA requires an active TS/SCI clearance, a relevant bachelor’s degree, and 10+ years of experience developing DoW issuances and related documents.

Qualifications

  • Active TS/SCI security clearance.
  • Bachelor’s degree in CS/IS/engineering/Math/Physics or related field (non-related field requires 4 extra years of experience).
  • 10+ years of experience developing DoW issuances, strategy, and related documents.
  • OSW/JCS or Service staff officer experience.
  • Experience with tactical communications vendors and technologies (SATURN, HQ, SINCGARS, HF, Link-16, BFT, WREN).

Responsibilities

  • Provide technical expertise and analysis on current military and future force communications and network portfolio strategies, policies, and architectures.
  • Support development of joint concepts and integrated architecture solutions to resolve warfighting capability gaps.
  • Support DoW communications and information technology policy initiatives through RRAB, DAS, PPBE, and related processes.
  • Support DoW CIO and Homeland Security partnered efforts (e.g., FirstNet, Land Mobile Radio initiatives).
  • Participate in enterprise governance groups and prepare briefings for DoW CIO leadership.

Position Summary

Analytic Services, Inc. (ANSER) is seeking a Tactical Communications Policy and Strategy Analyst to support the Department of War (DoW) Deputy Chief Information Office (CIO). In this key role, you will work on the development of policies, guidance, strategy, architectures, and systems engineering for communications and information network programs and initiatives.

This position does not permit hybrid or remote work with all job duties performed full-time onsite at the Mark Center in Alexandria, VA.

Day to Day Responsibilities
  • Provide technical expertise and analysis support on current military and future force communications and network portfolio strategies, policies, communications architectures, and operations in the air, ground, and maritime domains.
  • Support development of joint concepts and integrated architecture solutions to resolve validated warfighting capability gaps.
  • Support DoW communications and information technology policy initiatives by leveraging knowledge of the Requirements and Resourcing Alignment Board (RRAB) process, Defense Acquisition System (DAS), Planning, Programming, Budgeting and Execution (PPBE), and other related formal decision and staffing processes within the DoW.
  • Support DoW CIO and Department of Homeland Security partnered efforts such as, but not limited to Defense Support to Civilian Authorities, FirstNet, and enterprise level Land Mobile Radio initiatives in the air, ground, and maritime domains.
  • Participate in enterprise governance working groups and/or capability boards, as well as Service specific boards and/or working groups. Support the coordination of DoW CIO positions and provide for the development of briefings and briefing materials for use by DoW CIO senior leadership.
Required Qualifications
  • Possess an active TS/SCI security clearance.
  • Bachelor’s Degree in computer science, information systems, engineering, mathematics, physics, or other related field. Bachelor’s degree in a non-related field requires 4 additional years of work experience.
  • 10+ years of experience developing DoW issuances, strategy, and related documents.
  • Office of the Secretary of War (OSW), Joint Staff, or Service staff officer experience.
  • Experience with tactical communications vendors and technologies, including SATURN, HQ, SINCGARS, HF, Link-16, BFT, WREN, and/or related tactical communications waveforms and systems.
Preferred Qualifications
  • Background in C3 operations, policy and/or governance forums.
  • Experience with RF waveforms, communications gateways, and network development and/or oversight.
  • Experience conducting technical and programmatic research and providing information & decision papers.
  • Knowledge of Open Systems Architecture development and implementation.

Full-Time Salary Range for this position:

$143,100-$207,600 USD
