Job summary

Horizon Institute for Public Service in Washington, DC is seeking a dedicated full-time Program Associate/Program Manager (Systems and Security) to own our digital infrastructure, ensure secure and scalable systems, and guide AI tool adoption across the organization.

You’ll collaborate with leadership to strengthen security, manage access controls, and mentor staff while Horizon expands its programs in public service technology.

Qualifications

• 1–3+ years in IT administration, security, or technical operations
• Experience building secure, scalable infrastructure
• Familiarity with modern workplace tools is a plus

Responsibilities

• Run the systems Horizon depends on and administer core tools
• Own onboarding/offboarding processes for staff
• Design and manage group-based access across core systems
• Run quarterly access reviews and monitor third-party integrations
• Harden defenses and run security routines; manage incident response playbooks
• Administer AI accounts and govern AI tool usage
• Train staff and advise leadership on systems and security
• Flex roles to support Horizon’s mission as needed
