Job summary

Horizon Institute for Public Service in Washington, DC seeks a full-time Programs Associate/Manager (People Systems) to build and optimize the organization’s people systems. You will own hiring, onboarding, compensation, performance evaluation, benefits, staff development, and other HR essentials to recruit and retain top talent as Horizon grows.

Qualifications

• 1–3+ years in people operations or related systems-building roles.
• Early-career candidates may qualify for Associate level; more experienced for Manager level.
• Experience coordinating visa processes and sponsorship.
• Familiarity with compensation and performance evaluation systems.

Responsibilities

• Drive hiring process improvements, redesign work tests for AI-enabled hiring and build enablement resources for managers.
• Project-manage performance evaluations and iterate on salary policy with leadership.
• Develop and maintain professional development policies, handbook materials, and policy explainers.
• Coordinate visa sponsorship cases with outside counsel and ensure compliance.
• Support culture initiatives and build scalable operations supporting a fast-growing team.
• Provide backup capacity on payroll and related financial operations as needed.
