Are you an experienced IT professional looking to play a key role in a major digital transformation programme?

The South and East Lincolnshire Councils Partnership is seeking an experienced and motivated Systems Development Officer to join a project team delivering transformational change across our client and two other Councils.

This is a great opportunity to be involved in the migration of critical local authority services onto a shared ICT platform, supporting the continued alignment of key regulatory services including Planning, Building Control, Licensing and Environmental Health.

Working as part of a multidisciplinary project team, you will play a pivotal role in the extraction, transformation, and validation of data from legacy systems, ensuring the successful migration of information into a modern shared platform. You will work closely with service leads, software suppliers and ICT professionals to help design, configure and enhance business processes, supporting the delivery of efficient and effective services across the Partnership.

The role combines technical expertise with stakeholder engagement and will involve translating business requirements into practical technical solutions. You will develop database queries, reports and data analysis solutions, support system configuration and development, and contribute to the creation of forms, workflows, and automated processes. You will also assist users through the transition from legacy systems and support the ongoing development and improvement of the new platform.

Our client is seeking an individual who can bridge the gap between technology and service delivery, with strong analytical and problem-solving skills and the ability to work collaboratively with a wide range of stakeholders.

You will have:

  • - Experience in data migration, transformation, and validation.
  • - Strong Enterprise Database / Microsoft SQL skills, including the ability to extract, analyse and manipulate data from complex business systems.
  • - An understanding of business processes and the ability to translate service requirements into technical solutions.
  • - Experience working on ICT, systems implementation, or digital transformation projects.
  • - Excellent organisational, communication, interpersonal and stakeholder management skills.
  • - The ability to manage competing priorities while maintaining attention to detail.

Success in this role is as much about people as it is technology. Our client is looking for an approachable and engaging individual who enjoys working with others and building strong professional relationships. You will be self-motivated, curious and eager to learn, with the confidence to challenge existing ways of working and identify opportunities for improvement.

You will have a positive, can-do attitude, excellent communication skills and the ability to support colleagues through change. Most importantly, you\'ll enjoy collaborating with a wide range of people, helping to turn ideas and requirements into practical solutions that make a real difference to service delivery.
