Qualifications

  • Bachelor's degree in Computer Science, Information Systems, Engineering, or related field.
  • 12+ years of progressive IT experience supporting enterprise applications and technology platforms.
  • Experience leading large, complex technology initiatives involving multiple teams and stakeholders.
  • Experience managing enterprise application portfolios, application lifecycle management, or large-scale application operations.
  • Experience developing or using KPIs, metrics, dashboards, and executive reports to support decision-making.

Brief Job Description

The System Analyst VII position resides within the TIERS / MES applications and project delivery organization responsible for designing, building, and operating modern application solutions.

Serves as a senior technical leader guiding complex, high-visibility initiatives and advancing the effectiveness of the Medicaid application portfolio.

Leads application portfolio planning, lifecycle management, and prioritization activities to align technology resources with business needs and organizational objectives.

Champions innovation through the practical application of automation, AI capabilities, proven technologies, and industry best practices to improve application quality, service delivery, and operational effectiveness.

Establishes and monitors operational, service, security, and delivery metrics to support portfolio oversight, continuous improvement, and informed decision-making.

Provides hands-on expertise across full-stack cloud-native and hybrid application development, CI/CD delivery pipelines, and cloud infrastructure environments.

Collaborates with infrastructure, security, product, operations, and vendor partners to improve application health, manage risk, and deliver high-quality, reliable, and cost-effective solutions.

Oversee application portfolio planning, lifecycle management, and prioritization activities to maintain a healthy, supportable, and cost-effective application environment aligned with business needs.

  • Establish portfolio performance measurement and reporting practices (15%)

Develop and maintain portfolio performance measures, operational and security metrics, key performance indicators, dashboards, and executive reporting to support transparency, accountability, and informed decision-making.

  • Lead stakeholder engagement and support executive decision-making (15%)

Partner with business, product, infrastructure, security, operations, and vendor teams to establish priorities, address risks and dependencies, communicate portfolio performance, and support technology investment decisions.

Registrations, Licensure Requirements Or Certifications

Industry-recognized certifications in application development, technology service management, enterprise architecture, Agile delivery, or healthcare and Medicaid technology frameworks (e.g. MITA) are preferred, but not required.
