Job summary

City of Virginia Beach is seeking an IT Systems Analyst II within the End User Computing team to support the city’s software catalog and asset management. The role emphasizes planning, coordinating, administering, and maintaining software inventory and entitlements.

The successful candidate will manage SAM Pro, create SOPs, and collaborate across departments to optimize software assets while adapting to a remote/hybrid work schedule in Virginia and nearby regions.

Qualifications

  • Bachelor’s Degree in an Information Technology related field plus four years of professional IT experience.
  • Three or more years of knowledge in ServiceNow Software Asset Management Professional.
  • Strong background in software and hardware inventory management and licensing.

Responsibilities

  • Track applications and entitlements under EUC’s Asset Management.
  • Configure, administer, and maintain the ServiceNow Software Asset Management Professional application.
  • Create, manage, and maintain the software catalog and asset lifecycle.
  • Evaluate costs and usage of software assets; ensure license compliance and renewals.
  • Develop SOPs and documentation for managing software assets.
  • Collaborate with portfolio management and service owners; vendor relations.

The IT Systems Analyst II will be a member of End User Computing with duties in planning, coordinating, administering, andmaintainingthe organization’s software inventory. The position’s core function will be to support the city’s software catalog.

Specific Duties:

Under EUC’s Asset Management, the position willbe responsible fortracking applications and entitlements. Tasks will include configuring, administering, andmaintainingthe ServiceNow Software Asset Management Professional application.

The selected candidate will:

  • ManageSAMPro
  • Lead the software asset management program
  • Create, manage, andmaintainsoftware catalog
  • Manage the software asset life cycle
  • Manage software license (models, entitlements, and metrics) inventory, compliance, and oversee renewals
  • Evaluate costs ofpurchasingand managing software assets
  • Evaluate software usage and reclamation
  • Improve IT software asset services to end users
  • Work closely with application portfolio management and services owners
  • Establishand maintain relationships with various vendors and software publishers
  • Develop and/or update SOPs and prepare documentation for managing software assets
  • Have a role in end user & mobile hardware refresh and inventory
  • Generate inventory reports
  • Have excellent verbal and written communication skills
  • Perform other duties as assigned by EUC manager
Preferences:
  • Three or more years of IT and business/industry work experience, including business analysis, requirements gathering, strategic development, testing, and software & hardware life cycle management
  • Three or more years of knowledge and experience in Service Now Software Asset Management Professional
  • Expertisein centralized, distributed, client-server, cloud, and standalone platforms
  • Experience with IT Infrastructure, environment management, and architecture Strong background in software and hardware inventory management
  • Deep understanding of software licensing standards
  • Strong analytical, research, and data compilation skills
  • Effective communication and interpersonal abilities

This position offers a remote/hybrid work schedule arrangement within the Virginia and North Carolina surrounding areas.

Minimum Qualifications: Requires a Bachelor’s Degree in an Information Technology related field plus four (4) years of professional IT experience; OR any combination of education (above the high school level) and/or professional progressive IT experience equivalent to eight (8) years in fields utilizing the required knowledge, skills, and abilities in systems analysis, design and implementation of IT business applications; and associated with such positions as Systems Analyst, Systems Business Analyst, or Programmer Analyst. May be required to have a current and valid driver’s license. Special Requirements: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
