Job summary

The State University of New York is seeking a Director of SUNY Procurement - Information Technology to drive system-wide IT procurements, contracts, vendor management, and compliance across SUNY's 64 campuses, hospitals, and System Administration.

The role focuses on strategy development, cost optimization, cybersecurity alignment, and governance to deliver value in SUNY's technology spend while engaging stakeholders across the university system.

Qualifications

  • Proven ability to manage complex end-to-end procurements involving technology products and services.
  • Strong understanding of IT procurement, software licensing models, cloud computing agreements, hardware acquisition, and technology services contracting.
  • Knowledge of cybersecurity, data privacy, information security, and risk management considerations relevant to technology procurements.
  • Strong financial and data analysis capabilities using tools such as Excel, Power BI, JAGGAER, or similar procurement and analytics platforms.
  • Skilled at influencing, collaborating with, and aligning diverse stakeholder groups, including procurement, technology, legal, and finance teams.
  • Demonstrated success in achieving savings, operational improvements, and strategic value through supplier negotiations and category management.
  • Ability to manage multiple concurrent initiatives with clear deliverables, timelines, and stakeholder expectations.
  • Excellent presentation, facilitation, communication, and executive reporting skills.
  • Must be flexible and adaptable to changing priorities, technologies, and business needs.

Responsibilities

  • Manage the centralized SUNY System Administration IT contract portfolio, including hardware, software, cloud services, telecommunications, cybersecurity, and technology-related professional services contracts.
  • Lead planning, organization, development, and coordination of IT procurements per laws, regulations, and cybersecurity requirements.
  • Lead procurement training and professional development programs for campus and hospital procurement professionals.
  • Provide professional support, education, and advice to stakeholders on SUNY-wide IT procurements and contracting strategies.
  • Design and implement category management strategies for IT commodities and services leveraging SUNY purchasing scale.
  • Conduct data-driven market research and technology trend analysis to identify sourcing opportunities and pricing efficiencies.
  • Collaborate with SUNY ITS and campus leaders to develop system-wide technology procurement standards and governance.
  • Lead strategic sourcing initiatives for enterprise software, cloud services, hardware, network, cybersecurity, and IT services.
  • Develop and publish RFPs, RFIs, RFQs, IFBs, sole/single source procurements and related documents.
  • Review bids for compliance with requirements, specs, cybersecurity standards, and contracts.
  • Maintain strategic relationships with technology suppliers to improve service delivery and contract utilization.
  • Ensure procurement records comply with laws and SUNY value objectives.
  • Review software licensing, data security, and cloud terms for alignment across SUNY.
  • Coordinate with campuses, hospitals, and System Administration to meet technology needs.
  • Monitor KPIs, contract utilization, cost savings, and supplier performance.
  • Identify process improvements and procurement automation opportunities.
  • Provide exceptional customer service and collaborate on innovative cost-saving strategies.
  • Contribute to system-wide procurement policies, communications, and training programs.
