We are seeking a System Director, Human Resources to provide consultation and leadership, responsible for the strategic planning, implementation, and monitoring of Human Resources for the South Texas Health System.
- As a member of the System Executive Team, participates in operations management, the development of strategic initiative, and long and short-range planning affecting Human Resources.
- Ensures compliance of the day to day Human Resources functions of the South Texas Health System with Federal, State Licensing and Corporate requirements.
- Directs the recruitment of qualified staff to ensure an adequate number of employees in the workforce. Identifies, with the recruitment team, tools, resources, and best practices to recruit personnel. Oversees the execution and enforcement of candidate on-boarding program requirements.
- Directs the functions of the Human Resources Department to provide support services to other departments within STHS.
- Reviews, revises, implements, monitors, and enforces the Wage Administration Program for STHS.
- Ensures standardized job descriptions, job postings, policies, processes, and practices across the region based on UHS HR recommendations and best practices.
- Demonstrates commitment to employee engagement through the development of programs to create a positive work experience. Demonstrates creativity and consistency in recognizing and rewarding staff.
- Conducts investigations, reviews employee relations issues and recommends appropriate corrective action, up to and including termination of employment, based on STHS policies and procedures.
- Provides oversight of the volunteer, junior volunteer, and Pastoral Care program by leading and directing the Director of Volunteer Services for South Texas Health System.
- Custodian of the Personnel Records for STHS.

QualificationsEducation:
- Bachelor’s degree in Human Resources, Industrial Relations, Business Administration or related field from an accredited college or university.
Experience:
- Minimum of 8 – 10 years’ experience in Human Resources.
- 5+ years of progressively responsible management experience, holding a leadership position.
- Multi-site HR consulting experience, preferably in a for profit acute or behavioral health healthcare setting or related healthcare system experience.
- Able to work collaboratively and effectively with the field and leadership to achieve good outcomes.
- Must be responsive in managing issues that require timely management/oversight.
- Strong experience with HR operations & employee relations, HR staff management & development.
- Prior experience managing high volume full cycle recruitment process.
- Thorough knowledge of federal, state, and local employment laws. Experience with EEOC and other regulatory agencies and understanding of Joint Commission HR requirements.
- Knowledge of labor relations and union avoidance tactics.
Skills:
- Knowledge of compensation practices and, also, knowledge of federal and state wage and hour laws.
- Knowledge of HRIS systems (e.g., Lawson, iCIMS, Workday, ATS, LMS, etc.).
- Proficient in Microsoft Office (e.g., Word, Excel, Power Point, etc.).
- Uses strong critical thinking skills to make solid recommendations and decisions based on timely, relevant information.
- Excellent verbal and written communication, analytical and organizational skills.
Certification/Licensure:
- Professional certification (PHR, SPHR, SHRM-CP or SMRM-SCP or CHHR) is highly preferred.
