The Pennsylvania Commission on Crime and Delinquency seeks a Learning Management System (LMS) Administrator / Canvas LMS Coordinator to support the implementation, administration, and ongoing operation of the Canvas Learning Management System (LMS) within PCCD. The Canvas LMS has been procured as a Software-as-a-Service (SaaS) solution and is hosted in the cloud by Instructure.
The contractor will serve as the primary business point of contact for the agency's online learning program and will be responsible for administering the LMS, loading and maintaining training content, supporting agency users, producing reports, and coordinating with the Canvas vendor as needed. The position will report to and work closely with agency business staff to ensure training content is available, accessible, and accurately reported.
This is an operational and business-facing role and does not include classroom or onsite training delivery.
Reporting Relationship
This individual will report directly to the designated agency business manager and will work collaboratively with agency program staff, project management, technical support personnel, and the Canvas vendor. The contractor will serve as the primary operational contact for the agency's Canvas Learning Management System. Technical direction for the configuration and implementation will be provided by a contracted Canvas subject matter expert. The primary training requirements are initially focused on the needs of the School Safety and Security Committee, but the LMS must be configured to meet other business program areas and internal training needs.
Primary Responsibilities
- Serve as the primary administrator for the agency's Canvas Learning Management System.
- Upload, configure, publish, and maintain online training courses and related learning materials within the LMS.
- Create and maintain course structures, catalogs, learning paths, and enrollment settings as directed by the agency.
- Coordinate the addition of new courses, revisions to existing courses, and retirement of obsolete content.
- Configure and maintain user accounts, roles, permissions, and learner access in accordance with agency policies.
- Monitor course availability and ensure all learning materials are functioning properly.
- Develop and maintain standard and ad hoc reports on learner enrollment, course completion, participation, assessment results, and other training metrics.
- Provide business users and program managers with reports and data to support compliance and training oversight.
- Serve as the primary point of contact for end-user support, responding to questions related to course access, navigation, enrollments, passwords, completion status, certificates, and general LMS functionality.
- Troubleshoot user issues and coordinate with the business and Canvas vendor when technical issues require vendor support.
- Document recurring issues, resolutions, and frequently asked questions to improve user self-service.
- Assist agency business staff in testing new courses and validating content prior to production release.
- Support User Acceptance Testing (UAT) for new functionality, course updates, and system enhancements.
- Maintain the quality and consistency of course metadata, naming conventions, and organizational standards.
- Ensure training records and learner data are accurate and complete.
- Participate in implementation meetings, status meetings, and planning sessions with agency leadership and project stakeholders.
- Develop and maintain standard operating procedures and administrative documentation for LMS operations.
- Recommend improvements to business processes and LMS administration practices that enhance the learner experience and operational efficiency.
- Coordinate with agency stakeholders regarding course scheduling, publishing timelines, and communication to learners.
- Support periodic audits of training records and completion data.
Required Qualifications
- Experience administering the Canvas Learning Management System (LMS) and CANVAS Catalog.
- Experience uploading, publishing, and maintaining online learning content.
- Experience supporting business users and resolving application-related issues.
- Experience producing reports and analyzing training completion data.
- Strong customer service and communication skills.
- Ability to prioritize multiple requests while meeting established deadlines.
- Experience documenting business processes and procedures.
- Proficiency with Microsoft Office Suite, particularly Excel for reporting and data analysis.
Preferred Qualifications
- Experience administering Canvas LMS in a government, education, or large enterprise environment.
- Experience with cloud-based SaaS applications.
- Knowledge of eLearning standards such as SCORM or xAPI.
- Experience with LMS reporting and analytics.
- Experience with Articulate Rise or similar online learning development platforms.
- Experience supporting implementation or rollout of enterprise applications.
- Familiarity with accessibility standards (Section 508/WCAG) for online learning content.
- Experience coordinating with third-party software vendors.
The contractor will be expected to:
- Maintain a fully operational and current Canvas LMS environment for agency business users.
- Publish and maintain all agency online training content.
- Provide timely user support and issue resolution.
- Produce scheduled and ad hoc training reports.
- Maintain system administration documentation and standard operating procedures.
- Ensure accurate learner records and reporting.
- Coordinate with the Canvas vendor on technical support issues when necessary.
- Recommend opportunities to improve LMS administration and business processes.
