Job summary

Cobb DOT Engineering Division's Survey Department seeks a qualified professional to manage survey project execution, support the survey group in the office and in the field, and coordinate with various Cobb DOT divisions and county departments.

The role requires a Civil Engineering degree and extensive experience; preferred licensed surveyor status. The position combines technical leadership with public-facing responsibilities and safety compliance.

Qualifications

• Bachelor's Degree in Civil Engineering or related field required.
• Seven years of progressively responsible experience in engineering or related field.
• Licensed Surveyor preferred.

Responsibilities

• Develops, implements, and monitors division work plan, policies and procedures; formulates and develops work methods and practices, policies, services standards, standard operating procedures, training programs, etc.
• Administers contracts for equipment, supplies and services: conducts needs assessments; makes recommendations and assists in determining equipment, supplies, and services outlays.
• Ensures adherence to and enforces established safety policies and procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; investigates accidents involving personnel, equipment or property; initiates actions to correct deviations or violations; and ensures personnel comply with drug and alcohol testing requirements.
• Performs customer service functions: receives, responds to, and reviews passenger complaints and issues; provides information and answers questions regarding division policies and procedures, services, etc.; and initiates corrective actions and/or resolves problems.
• Performs public relations duties: represents the division at meetings and public events; Department Director, County administrators, elected officials, and the public; gives speeches and makes presentations.
• Performs other related duties as assigned.

Position Information

This position is situated within the Cobb DOT Engineering Division's Survey Department. It entails managing and directing survey project execution. The role involves supporting the survey group by performing tasks both in the office and in the field. It also requires coordinating tasks and projects with various Cobb DOT divisions and county departments as necessary.

Essential Functions

Develops, implements, and monitors division work plan, policies and procedures: formulates and develops work methods and practices, policies, services standards, standard operating procedures, training programs, etc.; monitors implementation of work processes, services standards, and policies and procedures by staff and contractors; updates division guidelines according to federal, state, or local rules and regulations; and oversees training programs.
Administers contracts for equipment, supplies and services: conducts needs assessments; makes recommendations and assists in determining equipment, supplies, and services outlays.
Ensures adherence to and enforces established safety policies and procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individual; investigates accidents involving personnel, equipment or property; initiates any actions necessary to correct deviations or violations; and ensures personnel comply with drug and alcohol testing requirements.

Minimum Qualifications

Bachelor's Degree in Civil Engineering or related field required; supplemented by seven years of progressively responsible experience in engineering or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Preferred Qualifications

• Manager and supervisory experience in transportation roadway and capital improvement projects.
• Experience in field data collection, data processing, site preparation and staking, record keeping, boundary evaluation and researching legal records.
• Software experience: Robotic Data Collector, Carlson Data Collector, Spectra Precision F50/F30 Robotic Total Station, Leica TCA1100, Total Station, GNSS Tablet – Carlson SurvPC GPS unit; Microstation V8i, Bentely InRoads Suite, Bentley OpenRoads, and Listech Liscad.
• Licensed Surveyor preferred

Licenses and Certifications

Must possess and maintain a valid Driver's License.

Physical Abilities

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements

Some tasks require the ability to perceive and discriminate colors or shades of colors. Some tasks require the ability to communicate orally.

Environmental Factors

Essential functions are regularly performed without exposure to adverse environmental conditions; fieldwork may expose the incumbent to a variety of hazards related to construction sites. Periodic project or site visits may expose the incumbent to a variety of hazards consistent with a construction and/or treatment plant site including exposure to traffic and/or environmental conditions associated with water system utilities.
