State of Florida Department of Management Services is seeking a Deputy Chief within the Office of Supplier Development in Tallahassee. This role leads a statewide unit focused on empowering small businesses to work with Florida’s public sector, directing education, outreach, and program operations.

You will supervise a team, drive strategic initiatives, and collaborate with partners to expand access, improve certification processes, and deliver training across the state.

Responsibilities

  • Provide guidance on OSD programs and services to vendor community.
  • Coordinate training opportunities with vendor representatives; deliver or arrange workshops.
  • Educate vendor community on public procurement and certification processes.
  • Encourage vendor participation in state business enterprise certification.
  • Administer Mentor/Protégé program planning and networking activities.
  • Coordinate agency reporting and outreach efforts.
  • Assist Outreach, Certification, and Marketing staff as needed.

You will play a central role in expanding access, andcreating pathways for businesses to successfully work with the State of Florida. As Deputy Chief, you will oversee the full scope ofOSD operations, including:

  • Public relations and marketing strategy

Position Responsibilities:

  • Effectively supervises performance of direct reports to ensure division and agency performance goals are met or exceeded and complies with the Department’s employment policies and procedures and the State’s statutes and rules. Includes supervising, assigning balanced workloads, ensuring quality of work, monitoring productivity, setting challenging goals, identifying performance gaps, initiating change effectively, motivating employees, and leading by example.
  • Conduct outreach to the small business community across the state on behalf of OSD.
  • Oversight of certification program, including compliance and audits
  • Provide guidance and information related to OSD’s programs, services and activities to the vendor community.
  • Manage vendor inquiries and requests for assistance on behalf OSD.
  • Plan, develop and implement training and educational opportunities with representatives of the vendor community in order tospread an in-depth understanding of OSD’s programs and services including but not limited to: individual training, classroomtraining, demonstrations, meetings, conferences and workshops.
  • Educate and provide recommendations to the state’s vendor community regarding how to effectively engage in the state’s publicprocurement process.
  • Encourage and facilitate vendor participation in the state’s business enterprise certification process.
  • Administer the state’s vendor Mentor/Protégé Program including the identification of program participants, the development anddistribution of marketing and educational materials related to the program, and the organization of Mentor/Protégé facilitation andnetworking opportunities
  • Coordinate agency efforts for required reporting, including outreach and training.
  • Assist the, Outreach Coordinator, Certification Coordinator, and Marketing Designer as needed.
