The U.S. Army seeks a Supervisory Public Affairs Specialist in Boise, Idaho, responsible for managing advertising and public affairs for National Guard recruiting. The incumbent will develop strategic marketing plans, supervise promotional activities, and ensure effective communication across media platforms.
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPERVISORY PUBLIC AFFAIRS SPECIALIST, Position Description Number T5631000 and is part of the ID Recruiting and Retention, National Guard.

Advertising - Plans, develops and manages advertising programs for Army National Guard recruiting within the Bn area. Conducts media and market analyses to determine which media are best suited to reach primary and secondary target markets. Prepares annual and quarterly advertising plans using the most affective and cost-efficient media vehicles available based upon local needs, regulatory requirements and budget considerations. Schedules and selects specific advertisements to effectively reach prospects, as well as to create awareness and support among the general population for the National Guard's recruiting mission. Establishes and maintains favorable working relationships with local media vendors. Develops and writes information materials designed to reach audiences through various media such as wire service, radio, television, and newspaper. Formulates long-range plans, and develops policies to enhance public understanding, support, and acceptance of National Guard (NG) Retention and Recruiting programs. Plans and coordinates execution of funds through national level agencies and programs including State Media Services Program (SMSP), Strength Readiness Support Center (SRSC), Non-Commercial Sustaining Announcements (NCSA), and contracted marketing agencies (currently CACI). Develops and implements the annual marketing plan for the state, tracks execution and adjusts plan to accommodate current market trends. Develops the annual Strength Maintenance Planning Calendar to synchronize marketing and advertising strategies with recruiting operations. Formulates the Bn's advertising budget, programming expenditures based upon market analysis and media placement schedules. Projects budget requirements to support future recruiting objectives. Compiles and analyzes market data to measure effectiveness of marketing efforts and campaigns, formulates and recommends policies, programs and procedures and reports findings to Bn Commander.
Promotion - Plans and supervises sales promotion activities within the Bn area. Coordinates with Bn operations and local National Guard units for use of armories, readiness centers, and other facilities to support promotional programs. Coordinates with State Broadcasting Association and arranges placement of approved National Guard public service announcements with local media outlets. Assisting the Marketing NCO in Planing and coordinating the purchase and distribution of Personal Presentation Items (PPI) and printed materials in support of state and national advertising campaigns. Ensures appropriate guidance and program support is provided to recruiting stations by subordinate personnel. Performs annual inspections of recruiting companies and stations to evaluate brand accuracy and operability of marketing materials and displays such as window wraps, posters, and retractable signs. Monitors the maintenance, distribution, use and scheduling of community relations assets in support of events statewide.
Public Affairs - Plans and supervises all aspects of command information, public information and community relations within the Bn. Oversees publication of the Bn newsletters and other informational documents. Targets and services statewide media markets with print, photographic and electronic materials in support of recruiting operations, drives and special events. Creates releases and collaborates with state Public Affairs personnel to arrange for local news coverage of recruiting activities. Coordinates with higher headquarters for the release of information to regional or national media. As Bn spokesperson, establishes and maintains professional working relationships with local news media representatives, civic and business leaders and other centers of influence within the Bn area. Prepares and/or reviews speeches, briefings and other material prepared for the Bn Commander. Monitors the Civilian Aide to the Secretary of the Army activities as applicable to Total Force Initiatives. Ensures photographic coverage of special events. Develops and oversees Social Media engagement strategies implemented at various levels from battalion to recruiter. Ensures appropriate use of National Guard resources by recruiting activities.
Supervises and directs the work activities of personnel assigned to the Marketing Department including dual status technicians, contractors and active duty personnel. Coordinates, supervises, and evaluates media servicing activities. Provides advice and guidance to subordinates on the application of new or changed policy and/or procedures. Implements programs and procedures for the professional development and training of assigned personnel. Interviews and selects for vacancies within the office. Develops, trains, and leads the BN Marketing Advisory Committee (MAC) to provide clarity and direction on specific marketing activities and products.
