The Supervisory Program Specialist at the Miami VA Healthcare System contributes to the administrative management of the Surgical Care Service line. This position reports to the Associate Chief of Staff for Surgical Care and oversees personnel, budgetary planning, and administrative duties within a large, high-complexity medical center.

The Supervisory Program Specialist performs duties directly contributing to the administrative management of the Surgical Care Service line at the Miami VA Healthcare System, (MVAHS). This position reports to the Associate Chief of Staff for Surgical Care Service line. The MVAHS is a large, high-complexity, and diversified university-affiliated Medical Center. The individual has personnel, budgetary, planning, and administrative responsibilities.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M. if related to the work of this position. (Transcripts must be submitted) OR, Combination: Must possess a combination of qualifying specialized experience and education as described above to qualify at the GS-11 level for the Program Specialist position. Example: You have 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education. You meet 75 percent of the required experience and 50 percent of the required education, i.e., you have 1/2 year of graduate study beyond that required for GS-9. Therefore, you exceed the total requirement and are qualified for the position (Your first 2 years of graduate study are not qualifying for GS-11. (Transcripts must be submitted).
