Job description

This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Charles George VA Medical Center, Asheville, NC (CGVAMC) within the Nursing Service. Nursing Service is recruiting for two (2) Program Specialists within Nursing Operations.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5, for a GS-9 position you must have served 53 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: For this Program Specialist, GS-07 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade GS-05 level in Federal service to qualify at the grade GS-07. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Monitoring performance measures and patient flow metrics - LEAN PI, Flow Chart, SAIL, MDS, Nursing Clinical Competencies, Monitor and compile reports on performance improvement data - Patient Aligned Care Team dashboard, Nurse Professional Standard Board, Care Tracker, Customer Service - Customer service data, Controlled Substance Inspector, Active participant on committees as assigned, Budgetary data review/monitoring - maintain service level budget spreadsheets, DSS labor mapping, communicate service level budget expenditures, Staffing Methodology support/Human Resources personnel actions, review recruitment reports, coordinate personnel management, track staffing methodology support/Human Resources personnel actions, review recruitment reports, coordinate personnel management, track staffing methodology action items, assists with preparation of Staffing Methodology materials to be reviewed by ADPCS. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full academic year of graduate-level education, with courses that demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond first year (18 semester hours) to be creditable. To determine if you met these requirements, total your qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; then add the two percentages. The total percentage must equal at least 100 percent to qualify. (TRANSCRIPTS REQUIRED) . For this Program Specialist, GS-09 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade GS-07 level in Federal service to qualify at the grade GS-09.
