The Information and Spectrum Warfare Directorate (RF), Mission Support Division (RFY) is seeking a visionary, high-energy Supervisory Program Manager, DO-1101-03 (GS-14 or equivalent) for the Program Management Team located at Wright-Patterson AFB, OH.
In this pivotal first-line supervisory role, you will exercise end-to-end program management and technical oversight across multi-million dollar advanced science, technology, and systems development portfolios. From cutting-edge concept definition through rigorous field demonstration and transition into operational weapon systems, you will guide interdisciplinary teams tackling the nation's most complex Information and Spectrum Warfare technologies.
Position duties include but are not limited to:
- Exercise end-to-end program management and technical oversight across multi-million dollar advanced science, technology, and systems development portfolios.
- Plan, organize, direct, and evaluate multi-million dollar technology development and demonstration efforts.
- Integrate interdisciplinary technical teams, align resources with warfighter operational requirements, and manage cost, schedule, performance, and risk across all program life cycles.
- Direct multiphase program initiatives from concept definition through transition, establishing work breakdown structures, program baselines, integrated master schedules, and spend plans.
- Evaluate technical milestones, technical readiness levels, and contractor progress to ensure compliance with mission objectives.
- Formulate, defend, and execute program budgets across the Future Years Defense Program (FYDP).
- Direct execution of Research, Development, Test, and Evaluation (RDT&E) appropriations.
- Identify unfunded requirements, monitoring obligations and expenditures.
- Direct and coordinate the collective efforts of a multidisciplined staff assigned to major program segments of national scope, interest, and significance.
- Lead, mentor, and supervise program management personnel, exercising full authority and a broad scope of responsibility for recommending and/or approving personnel management actions.
- Define job duties, conduct assessments, and execute workforce recruitment, retention, and professional development strategies.
- Cultivate and sustain a highly professional atmosphere of cooperation, cohesion, and teamwork.
Required Qualifications
- Must be able to obtain and maintain a Top-Secret security clearance with access to SCI/SAP.
- Applicants must have at least one (1) year of specialized experience related to the position at the next lower grade (GS-13 or equivalent).

- This is an Acquisition Professional Development Program (APDP) position requiring Level/Tier 2 (Practitioner) certification in the Program Management stall. The selectee will have 5 years to meet the APDP certification requirements of the position.
Desired Qualifications
- Familiarity with the technical challenges and operational domains associated with the AFRL/RF Information and Spectrum Warfare Directorate.
- Track record of successfully maturing emerging technologies into PEO programs of record, Rapid Capabilities Offices, or commercialization avenues.
- Working knowledge of DoD FAR-supplement contracting mechanisms, Other Transaction Authorities (OTAs), Small Business Innovation Research (SBIR/STTR) transitions, and Broad Agency Announcements (BAAs).
- Superior oral and written presentation skills with a demonstrated ability to brief senior defense officials (SES, General Officers, PEOs) and to translate complex engineering concepts into executive decision points.
- Experience leading through organizational change, process streamlining, and agile acquisition principles to accelerate delivery timelines.

Additional Information
- This is a drug testing position. The incumbent will be subject to random drug testing.
- Must have the ability to perform TDY travel 10% of the time.
