Job description

This position is in the Health Information Management (HIM) section at the Section of Health Administration Service at the Orlando VA Healthcare System. The Orlando VA Healthcare System is a general medical and surgical facility, classified as a Level 1A Complexity, that provides a full range of health services for Veterans, with state-of-the-art technology as well as education and research.

Duties

The Supervisory MRT (ROI) serves as supervisor and technical expert for the Release of Information Unit, providing guidance and suggestions to the Chief, HIM, and Assistant, Chief HIM regarding staffing needs and shortages within the ROI section.

The functions of the Supervisory Medical Records Technician (ROI) include, but are not limited to:

  • Supervising and providing technical guidance for the Release of Information Unit.
  • Assisting in staffing and workload management.
  • Ensuring compliance with policies and regulations related to health information management.
  • Training and supervising staff within the ROI section.
  • Acting as a technical expert on HIPAA and Privacy Act issues.
Requirements
Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements

To qualify for this position applicants MUST have at least one full year of Release of Information (ROI) experience at the GS-7 grade level.

Additional Requirements
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: MRTs (ROI) must be proficient in spoken and written English, as required by 38 U.S.C. § 7403(f).
  • Experience and Education: One year of creditable experience that indicates knowledge of medical terminology and general understanding of health records. Six months of the required one year of creditable experience must have provided the KSAs needed to perform MRT (ROI) work.
  • OR, Education: An associate's degree from an accredited college or university recognized by the U.S. Department of Education with a major in health information technology/health information management, or a related degree with at least 12 semester hours in relevant courses.
  • OR, Experience/Education Combination: Equivalent combinations of creditable experience and education are qualifying, such as six months of experience plus six semester hours of relevant courses, or training obtained in military or maritime service.
Grade Requirements/Specialized Experience for GS-08

Experience:

  • One year of creditable experience at the GS-07 level, including monitoring work quality, managing workload, training staff, and acting as a technical expert on HIPAA and Privacy Act.

Knowledge, Skills, and Abilities (KSAs):

  • Ability to develop policy and workload analysis for release of information.
  • Interpersonal relations and conflict resolution skills.
  • Staff development and training capabilities.
  • Supervisory skills, including assigning work, performance evaluation, and personnel actions.
