Job summary

The Veterans Benefits Administration is seeking a Supervisory Management Analyst in the Office of the Director, Pacific District Office in Phoenix, AZ. The incumbent advises the District Director on improving VBA field office operations to enhance the delivery of veterans benefits and services.

Eligible applicants must meet the time-in-grade and qualification requirements by the closing date, and be prepared to supervise staff and lead cross-functional process improvement initiatives within VA.

Qualifications

Job description

This position is located in the Office of the Director, Pacific District Office in Phoenix, AZ. The incumbent serves as a Supervisory Management Analyst and as a consultant to the District Director of the Pacific District Office on pertinent issues associated with the effectiveness and efficiency of the VBA field office operations as they relate to the delivery of benefits and services to Veterans.

TIME-IN-GRADE REQUIREMENT:

As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 level. If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-13 (or higher) and the promotion potential of your current position must be at least GS-14 You must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing that you are in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes.

MINIMUM QUALIFICATION REQUIREMENTS:

GS-14 Grade Level: Specialized Experience: a thorough knowledge of planning and conducting complex organizational studies to include research, work sampling, and analyzing a wide variety of operational data in order to evaluate and measure the effectiveness and efficiency of organizational operations and complete recommendations to top management officials. Must also demonstrate polished and effective communication skills to present, explain complex factual data, and articulate findings to upper level management; experience planning, organizing and coordinating work for self and others; using creativity and ingenuity to develop, analyze and propose solutions to management problems; and demonstrate skills as a project manager/team leader; and experience with or understanding of continuous process improvement strategies within VA. This experience may have been gained across all VA business lines. Candidates must also have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities to successfully supervise subordinates/teams and to share responsibility for providing leadership, direction and oversight.

Volunteer Experience:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs Part-Time Employment:

Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements:

The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.
