Job description

  • Provides expert planning and execution advice to the commander and S3 in subject areas of Signals Intelligence (SIGINT), Computer Network Operations (CNO), dynamic network defense, and targeting.
  • Maintains oversight responsibility for the day-to-day administrative, logistical, technical, and programmatic duties of the civilian, military and contractor personnel assigned to the S3 section.
  • Draws upon an in-depth knowledge of various CNO, signals intelligence, and Intelligence disciplines, and a wide spectrum of previous experience to develop and implement policy.
  • Exercises authority to commit resources and obligates to new directions or substantial courses of action fulfilling broad CNO Army objectives or policies
  • Supervises civilian, military and contract employees daily performing a variety of Battalion mission support functions.

Conditions of employment
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a TOP SECRET Special Access security clearance as a result of a current and favorable Special Background Investigation (SBI).
  • Temporary duty to worldwide locations may be required up to 25% or less of the time.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Must be able to obtain and maintain access to NSA facilities and networks.
  • Shift work is required.
  • This position is considered Non-Combat Essential (NCE) in support of the Army’s mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide.
  • Employees assigned to NCE positions must sign DD Form 2365.
  • Failure to perform the duties of this position in an emergency may result in appropriate action - defined as separation for the efficiency of the Federal service under the procedures contained in 5 CFR 752.

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GG/GS-13 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: Managing Computer Network Operations (CNO)/network defense workflows to provide strategic guidance on Signals Intelligence (SIGINT) and targeting initiatives; coordinating with various intelligence agencies to synchronize complex Computer Network Operations (CNO) programs; and, evaluating the quality of technical CNO/network defense products and provided technical guidance to cross-functional team members. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-13).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
