Job Summary

This position is in the Department of Licensing and Consumer Protection. DLCP protects the health, safety, economic interests, and quality of life of residents, businesses, and visitors in the District of Columbia by ensuring code compliance and regulating business. DLCP is responsible for regulating business activity in the District of Columbia. The agency protects consumers, issues business and professional licenses, registers corporations, inspects weighing and measuring devices used for monetary profit, and issues special events permit. This position is within the Office of the Director.

Duties and Responsibilities

Establishes and manages long- and short-term goals for data science and performance management projects; develops, analyzes, and evaluates new or modified policies, regulations, goals, and objectives specific to data management, analysis, and agency performance. Implements and maintains procedures and administrative controls to ensure effective operations; coordinates project activities to prevent delays and enhance outcomes; assists in setting departmental goals, objectives, and priorities; determines resource allocation and service levels according to established policy; plans and writes grant applications and manages grant-funded data projects.

Identifies service gaps, problems, and deficiencies, and develops strategies to improve, refine, or expand data science and performance management capabilities in response to agency and community needs. Sets performance metrics for the program area; analyzes data and performance metrics in alignment with broader agency, local, and national objectives; tracks industry trends and policy developments for integration into program initiatives. Analyzes program reports and directs the preparation of monthly and annual summaries; oversees the collection and analysis of data necessary to evaluate and document program processes and performance. Performs trend analysis and provides future projections to support informed management decisions. Analyzes operational problems identified through reports, quality reviews, assessments, and complaints to determine causes and develop solutions.

Qualifications and Education

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Position Designation

The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.

Residency Requirement

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

Residency Preference

When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
