Job summary

Naval Facilities Engineering Command Hawaii seeks a Supervisory Contract Specialist in the Acquisition Division to lead contracting efforts at the GS-14 level. The role involves directing pre-award and post-award activities, advising senior DoD and Navy personnel on procurement policy, and developing guidelines for field contracting personnel.

The incumbent will supervise subordinate staff, oversee contract administration, and ensure compliance with DoD standards and DoD qualification

Job description

You will serve as a SUPERVISORY CONTRACT SPECIALIST in the ACQUISITION DIVISION of NAVAL FACILITIES ENG COMMAND HAWAII.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Managing pre-award and post-award contracting functions relating to the planning, development, advertisement, award and administration of contracts;
• Advising on matters of procurement, policy and best practices to senior level officials, military and/or civilian personnel, including DoD, DON and other Federal Agencies and senior industry management officials;
• Developing directives, instructions and guidelines to establish internal policies and procedures concerning execution and administration for field contracting personnel;
• Providing administrative and technical supervision of subordinate personnel and recommend delegation of administrative and contract authority to subordinate supervisors, officers and field offices.
