Job summary

NAVSUP FLC NORVA GF is seeking a Contract Specialist to plan and manage long-term pre-award and post-award procurement actions in Philadelphia, PA. You will advise technical representatives, help develop statements of work and specifications, and evaluate proposals to ensure responsiveness and compliance.

Candidates must meet DoD 1102 contracting qualifications at GS-13 or GS-12, with specialized experience and a record of conducting conferences, analyzing proposals, and supporting procurement

Qualifications

  • Requires DoD qualification standards for 1102 contracting positions.
  • Experience advising technical reps on anticipated procurement requirements and SOW development.
  • Experience analyzing proposals, settlements, protests, and termination proposals.
  • Ability to develop long-range procurement programs and produce reports.

  • Advise and guide technical representatives on procurement requirements.
  • Confer with stakeholders, solicit proposals, and assess responsiveness and acceptability.
  • Analyze settlement proposals, audit reports, and termination proposals.

Summary

You will serve as a Contract Specialist of NAVSUP FLC NORVA GF.

Qualifications

GS-13 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector utilizing contracting methods and contract types to plan and carry out long term pre-award and post-award procurement actions. You have experience demonstrating all of the following: 1) Advising and guiding technical representatives on anticipated procurement requirements and providing technical input into the development of statements of work and specifications; 2) Conducting conferences, soliciting, receiving, and analyzing proposals for responsiveness and acceptability; 3) Analyzing settlement proposals, claims, audit reports, unauthorized commitments, protests, and termination proposals; 4) Preparing and coordinating statistical and other reports on various aspects of the contract and develops long-range or interrelated procurement programs. GS-12 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector utilizing contracting methods and contract types to plan and carry out long term pre-award and post-award procurement actions.
